News of Note:

 
1.  Chairman Camp, of the U.S. House Committee on Ways and Means released a Discussion Draft of the Tax Reform Bill of 2014, which affects low-income housing tax credits (LIHTCs) and tax-exempt bonds significantly.  Please also see the section-by-section summary.  Among its provisions, the bill would:
  • Retain the 9% credit with a floating rate (the 9% floor would remain expired)
  • Eliminate tax-exempt private activity bonds
  • Repeal the 4% credit
  • Repeal the basis boost for Qualified Census Tract (QCTs) and difficult development areas (DDAs)
  • Extend the credit period from 10 years to 15 years to match the compliance period
2.  RAD Update and Live Q&A Today, February 28, 2014 from 2:00-3:30 pm EST, which will include an update on awards, closings, and action items for PHAs with pending applications until Congress increases the RAD cap.
