2. From CLPHA: Overview of FY14 Funding Levels and Comparative Funding Chart.

 

Late in the evening on Monday, January 13, Senate Appropriations Chairwoman Barbara Mikulski and House Appropriations Chairman Hal Rogers joined by their minority counterparts, House Appropriations Ranking Member Nita Lowey, and Senate Appropriations Ranking Member Richard Shelby, unveiled the bi-partisan consolidated appropriations bill,  the Consolidated Appropriations Act of 2014, which will fund the federal government for fiscal year 2014.  The funding bill meets the terms laid-out in mid-December by the Murray-Ryan budget agreement that provided $1.012 trillion for the operation of the federal government.   

 

In a joint statement releasing the funding bill, the Chairs and Ranking Members said, "We are pleased to have come to a fair, bipartisan agreement on funding the government for 2014. Although our differences were many and our deadline short, we were able to a draft a solid piece of legislation that meets the guidelines of the Ryan-Murray deal, keeps the government open, and eliminates the uncertainty and economic instability of stop-gap governing...As with any compromise, not everyone will like everything in this bill, but in this divided government a critical bill such as this simply cannot reflect the wants of only one party. We believe this is a good, workable measure that will serve the American people well, and we encourage all our colleagues to support it this week."

 

Congress is operating in a tight timeframe to pass the bill and avoid another shutdown.  The current continuing resolution (CR) expires January 15, and a 3-day extension to the CR which passed the House on January 14 is also expected to pass the Senate prior to the deadline.  Congress is expected to vote on final passage of the FY14 funding bill before week's end, and prior to leaving for a week around the Martin Luther King, Jr. holiday.

  

Public Housing Operating Fund: $4.4 billion   

Public Housing Capital Fund:  $1.875 billion   

Housing Choice Voucher (HCV) Renewals: $17.366 billion

HCV Administrative Fees: $1.5 billion    

VASH Vouchers: $75 million 

Tenant Protection Vouchers: $130 million   

Consolidated Family Self Sufficiency (FSS) Program: $75 million 

Choice Neighborhoods Initiative (CNI): $90 million  

Rental Assistance Demonstration (RAD): no funding and no unit cap increase

HUD Real Estate Owned (REO) Lead Disclosure Requirements

14-01

Provides guidance to help ensure that HUD's Asset Managers (AMs), Field Service Managers (FSMs) and the Selling Brokers assisting in the disposition of Federal Housing Administration's (FHA) REO properties are in full compliance with the requirements of the Department's Lead Disclosure Rule at 24 CFR Part 35, Subpart A. This Notice supersedes Housing Notice 2006-07. This guidance only applies to the disclosure of information on lead-based paint (LBP) and/or lead-based paint hazards for HUD-owned single family homes constructed before 1978.

"Save Your Home: Tips to Avoid Foreclosure" -  Brochure for Delinquent Mortgagors

The purpose of this Mortgagee Letter is to notify mortgagees that the "How to Avoid Foreclosure" brochure, HUD-PA-426, has been replaced. The new brochure is the "Save Your Home: Tips to Avoid Foreclosure" brochure, HUD-2008-5-FHA, which is to be sent with a cover letter to delinquent mortgagors pursuant to 24 CFR 203.602.
