News of Note:

    

1.  Please see this Memo for HUD submission deadlines for public housing mixed-finance projects that need to close by December 31, 2013.     
 
2. HUD released PIH 2013-26--Public Housing and Housing Choice Voucher Programs Temporary Compliance Assistance--which extends PIH-2013-03 and establishes temporary guidelines for fulfilling certain Public Housing and Housing Choice Voucher requirements during this period of decreased resources available to PHAs.

3. 
HUD tells the National Leased Housing Association (NLHA) that it will be announcing its third round of set-aside funds for those PHAs experiencing Housing Assistance Payments (HAP) shortfalls due to inadequate appropriations under the voucher program.  Many PHAs are experiencing this first hand, but HUD reports that, in 2013, the non-MTW PHAs have been spending 105% of budget authority, reducing HAP reserves by about $50-$60 million per month.  Collectively, PHAs have a little less than a 2-week reserve. Individually, HUD says, hundreds of PHAs will begin the year with no reserves, with about 300 PHAs receiving set-aside funds to avoid terminating assistance to families.  Further, HUD says that PHAs are quickly exhausting Admin. Fee reserves. Relief from the funding pressures depends on upcoming Congressional action on the budget and future appropriations. 4.  George L. Weidenfeller will be speaking at the National Housing & Rehabilitation Association's Fall Development Forum in Boston this Wednesday, November 13th on Rental Assistance Demonstration (RAD) and "Porting" Section 8.
 
5.  S. 287: Helping Homeless Veterans Act of 2013 was passed by the Senate on November 6th. This bill expands the definition of homeless veteran for benefits purposes and improvements to grant programs that assist homeless veterans, also increasing per diem payments for transitional housing assistance.

6.  The 10th Decile Project in Los Angeles released a study providing findings that public and healthcare costs are significantly higher for homeless individuals requiring hospitalization than for those living in supportive housing.

Loss Mitigation during the Foreclosure Process

The purpose of this Mortgagee Letter is to clarify the Department's requirements delineated in 24 CFR 203.502 and to communicate expectations for servicers who are engaging in loss mitigation during the foreclosure process.

 

Effective loss mitigation is essential to stabilizing communities affected by natural disasters, poor housing market conditions, etc. Therefore, servicers are reminded that participation in FHA's Loss Mitigation Program is not optional, they are to inform borrowers of and evaluate them for each loss mitigation retention and non-retention option1 in a timely manner.
