News of Note:

1. HUD issues the Public Housing (PH) Capital Fund Program (CFP) Final Rule (to February 2011's Proposed Rule), which combines and streamlines public housing capital funding and the public housing development program. For the first time, it identifies regulatory conditions under which a mixed-finance project may "transform" due to insufficient operating subsidy. The rule allows PHAs to request a total development cost exception for capital and management activities that promote energy conservation and efficiency. The rule also makes changes to replacement housing factor funds and the threshold for management improvements.

2. HUD has prepared Frequently Asked Questions (FAQs) on RAD Rent and Funding Levels for Applications Received by December 31, 2013, which incorporate and expand on elements contained in previous FAQs posted on 3/15/13 and 9/13/13. 3. R&C Closes First RAD Transaction During Government Shutdown. R&C closed one of the first Rental Assistance Demonstration (RAD) transactions in the country in DeKalb County, Georgia, known as Columbia Forrest Heights Apartments. This is the first RAD transaction to advance since the government shutdown.
