1. R&C Closes First RAD Transaction During Government Shutdown. R&C closed one of the first Rental Assistance Demonstration (RAD) transactions in the country in DeKalb County, Georgia, known as Columbia Forrest Heights Apartments. This is the first RAD transaction to advance since the government shutdown.
R&C and the DeKalb County Housing Authority will convert the public housing units in two mixed-finance projects to RAD project-based vouchers. No construction or rehabilitation is planned as part of these conversions, so residents should see very few changes as a result of the change of the subsidy platform. [More Information]
2. HUD News from NLHA Meeting. According to HUD staff attending, HUD is close to the RAD cap of 60,000 units, and FHA intends to quickly approve FHA projects which were caught when HUD ran out of commitment authority.
3. The Council of Large Public Housing Authorities (CLPHA) wrote a summary about the continuing resolution Congress passed to reopen government, funding it through January 15, 2014, amending the Affordable Care Act (ACA) slightly, and extending the debt limit through February 7, 2014, among other provisions.
