This Notice provides guidance on the allocation of staff costs for the CDBG program between two cost categories: (1) general program administrative costs, as related to overall program planning and CDBG grant administration; and (2) activity delivery costs, as related to implementing and carrying out specific CDBG-eligible activities.

 

Guidance for Submitting the Portions of the Consolidated Annual Performance and Evaluation Report (CAPER) Related to Homelessness and the Emergency Solutions Grants (ESG) Program

This notice provides guidance for completing the Emergency Solutions Grants (ESG) portions of the Consolidated Annual Performance and Evaluation Report (CAPER) using the Integrated Disbursement and Information System (IDIS). This notice also provides information on completing homelessness-related portions of the CAPER, which is relevant for all States, local governments, and territories that receive ESG, Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and/or Housing Opportunities for Persons With AIDS (HOPWA) formula funding (referred to collectively in this notice as Consolidated Plan (Con Plan) jurisdictions).

Mortgagee Letters

Extension of Temporary Authority for Multifamily Hubs to Process Waiver Requests Pertaining to the 3-Year Rule for Section 223(f) Refinancing or Acquisition of Affordable Multifamily Rental Housing

This Mortgagee Letter will benefit applications for affordable properties that otherwise meet all requirements of the Section 223(f) program except that the housing was originally completed or substantially rehabilitated less than three years prior to the date of application for Firm Commitment. "Affordable" for the purpose of this Mortgagee Letter means properties receiving Project-Based Section 8 through either a Housing Assistance Payment (HAP) Contract or a Project-Based Section 8 Voucher, for greater than 90 percent of the units, or supported by Low Income Housing Tax Credits (LIHTC) or subject to similar use restrictions.

 

Update to FHA's Loss Mitigation Home Retention Options

This Mortgagee Letter supersedes Mortgagee Letter 2012-22,Revisions to FHA's Loss Mitigation Options, published on November 16, 2012. Also, this Mortgagee Letter addresses treatment of "continuous income" 1 from sources other than wages for mortgagors in need of loss mitigation assistance. This Mortgagee Letter is intended to help reduce the number of full claims against FHA's Mutual Mortgage Insurance Fund by assisting a greater number of distressed mortgagors in retaining their homes; thus, Mortgagee Letter 2012-22 will remain effect until servicers are able to fully implement this Mortgagee Letter.

 

Home Equity Conversion Mortgage Program's Mandatory Obligations, Life Expectancy Set-Aside Calculation, and Purchase Transactions

This Mortgagee Letter clarifies policy announced in Mortgagee Letter 2013-27. Additionally, this Mortgagee Letter makes technical corrections to Mortgagee Letter 2013-27.
