News of Note:

1. R&C attorneys issued this alert highlighting some important changes to the Rental

Assistance Demonstration (RAD) program stated in HUD's Notice PIH 2012-32, REV-1,
the first revision to the final implementing notice for the RAD program, which provides program instructions for RAD, including eligibility and selection criteria.

2. Housing Choice Voucher (HCV) Program - Review of Existing HQS Requirements and the

Use of Photos to Improve HQS oversight (PIH 2013-17). This purpose of this Notice is to

emphasize the need for PHAs to ensure they are meeting all of their program obligations as

they relate to HQS inspections and enforcement.

3. Announcement of Issuance by HUD of Notice of Senior Preservation Rental Assistance Contracts Award Process and Solicitation of Applications.

4. New Section 236 Preservation Process. Multifamily Housing launched a modified transaction processing model for the majority of Section 236 preservation activity to streamline how Section

236 prepayment applications and related requests are processed and to assign staff to oversee

the complex work involved in these transactions. Owners and purchasers who are contemplating

one or more Section 236 preservation transactions may, though not required for application,

request a Concept Meeting with HUD (OAHP and Multifamily Hub/PC) to discuss the details of a potential transaction and to ask questions about preparing an application.

5. Public Housing Operating Subsidy Eligibility Calculations for Calendar Year 2014

(PIH 2013-16) provides strategies that PHAs can pursue to expand housing opportunities for

individuals and families experiencing homelessness through the PH and HCV programs.
