1.  PIH Notice 2013-16 provides instructions to public housing agencies (PHAs) for the calculation of operating subsidy eligibility in Calendar Year 2014.  It additionally states that HUD will use information in its system of records to determine operating subsidy eligibility in an effort to reduce PHAs reporting burdens.
