1. Use of "New Regulation" Section 8 Housing Assistance Payments (HAP) Contracts Residual Receipts to Offset Project-Based Section 8 Housing Assistance Payments:

-Establishes policy and procedures for the new regulation Residual Receipts' use to offset housing assistance payments (for projects subject to a new regulation project-based Section 8 HAP contract).

-Outlines Owners' obligations and HUD field staff's processing and monitoring responsibilities.

2.Information and Changes regarding the Public Housing Assessment System (PHAS):

Physical Condition Scoring - Provides additional information regarding HUD's scoring process under the physical condition indicator of the PHAS (issued February 23, 2011).

Revised Dictionary of Deficiency Definitions (Dictionary) - Includes changes to the Dictionary following public comments requested in a notice published on October 13, 2011.
