News of Note:
1. HUD issues the final Rental Assistance Demonstration (RAD) implementing notice (PIH 2012-32), which allows public housing and other HUD-supported properties to be converted to long-term, project-based Section 8 rental assistance as a tool for preservation. The initial application period is September 24, 2012 to October 24, 2012 (with applications scored at one time). The ongoing application period begins October 25, 2012 (with applications scored on a first-come, first-serve basis). Please find R&C's summary of the notice here. 2. Proposed Fair Market Rents for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program FY2013. This notice provides proposed FY2013 FMRs for areas reflecting the estimated 40th and 50th percentile rent levels trended to April 1, 2013. The proposed FY2013 FMRs are based on these updates to their calculation methodology:
a) Includes updated bedroom ratios for calculating 0, 1, 3 and 4-bedroom FMRs based on the 2-bedroom FMR.
b) These FMRs reflect a new trend factor calculation methodology as proposed in 76 FR 52058.
3. Annual Factors for Determining Public Housing Agency Administrative Fees for the Section 8 Housing Choice Voucher and Moderate Rehabilitation Program Notice: Announces monthly per-unit fee amounts to help determine the on-going administrative fee for housing agencies administering these programs, including Single Room Occupancy during CY2012.
