News of Note:
1. HUD issues the final Rental Assistance Demonstration (RAD) implementing notice (PIH 2012-32), which allows public housing and other HUD-supported properties to be converted to long-term, project-based Section 8 rental assistance as a tool for preservation. The initial application period is September 24, 2012 to October 24, 2012 (with applications scored at one time). The ongoing application period begins October 25, 2012 (with applications scored on a first-come, first-serve basis). Please find R&C's summary of the notice here. 2. Last week, R&C and the Council of Large Public Housing Authorities (CLPHA) submitted Comments on the PBV rule, with specifc regard to Docket No. FR-5242-P-01, "The Housing and Economic Recovery Act of 2008 (HERA): Changes to the Section 8 Tenant-based and Section 8 Project-based Voucher Programs".
