2. FY13 Agriculture and Transportation, Housing and Urban Development (THUD) Budgets Approved. The House Appropriations Committee approved the FY13 Agriculture and Transportation, Housing and Urban Development (THUD) budgets, adopting six amendments for FY13 Agriculture and three amendments for FY13 THUD. One amendment for FY13 Agriculture Appropriations increases the Section 521 Rural Rental Assistance Program by $1.5M from funds offset from the U.S. Forest Service. Notable to the THUD bill, the appropriations committee denied by voice vote an amendment by Rep. Flake (R-AZ) to cut $200M from the HOME program.
3. Public Housing Operating Subsidy Eligibility Calculations for CY2013. HUD issued notice PIH 2012-30 which contains instructions for calculating a PHA's eligibility for operating subsidy in CY2013 in anticipation of Federal Fiscal Year (FFY) 2013 appropriations. It also states that HUD will use information in its systems of record to determine operating subsidy eligibility.
