News of Note:
1. HUD's Office of Community Planning and Development (CPD) issued the latest guidance on PHAs serving as developers for Neighborhood Stabilization Program (NSP) projects, which reiterates that PHAs cannot receive developer fees and, therefore, cannot be designated as developers, among other items.
2. Public Housing Authority Compensation: Pursuant to PIH 2011-48, HUD collected and analyzed data from PHAs on the 2010 cash compensation packages (salary and bonuses) of their top five earners. According to HUD's data, 97% of PHA executive directors earned less than $155,500 and 93% earned less than $125,000. Nationwide, the average reported compensation was $82,299. Despite this, HUD has proposed new caps for PHA compensation for FY 2013, which are tiered by agency size and tied to the federal General Schedule (GS) pay scale.
