Superintendent's Report
Superintendent of Schools Dr. Frank Alvarez provided a report to the Board and to the community, first addressing the State Assessment results that were recently mailed home. He acknowledged that, as predicted, scores were lower than in previous years as these are new, longer, more difficult tests. Dr. Alvarez explained that Rye still outperformed many of its peer districts and continues to fare well among similar high performing districts. Assistant Superintendent for Curriculum, Instruction and Assessment Dr. Betty Ann Wyks then explained that Academic Intervention Services (AIS) benchmarks, which are provided in tiers, are set individually by grade and subject. A more detailed report on the test results will be presented at the November 12 Board of Education meeting.
Dr. Alvarez shared news from around the District, announcing that the Parson Street Players will present You Can't Take it With You as their first play of the season this weekend on October 11 and 12. He also acknowledged a number of academic achievements earned by Rye High School students, who will be further congratulated at the October 22 Board of Education meeting. Many athletic accomplishments have taken place as well this season, and Dr. Alvarez explained that several teams are currently undefeated.

Gifts to the District
The Board of Education gratefully accepted a gift of $8,640 from the Osborn PTO for the purchase and installation of two SMARTBoards at Osborn School, and a gift of $3,970 from the Midland PTO for the purchase and installation of an additional SMARTBoard at Midland School. Board of Education President Laura Slack expressed thanks to the many parents who provide much appreciated support to the District and its students.

Audit Report
Chris Kopf of O'Connor Davies accounting firm provided a Presentation of the External Audit for the Fiscal Year that ended June 30, 2013. The Rye City School District received an unqualified opinion, which is the highest level of insurance a firm can present.

Enrollment Presentation
Dr. Alvarez provided a detailed breakdown of the actual 2013-14 Student Enrollment as compared with the projected enrollment. The current enrollment of 3,303 exceeds the projected number by 93 students. This increase resulted in the addition of four classroom teachers, increase in related-arts time, and increase in instructional expenses. Additionally, the originally planned reduction of four class sections was not possible due to the higher-than-anticipated actual enrollment.

Parent Request for Board of Education Special Education Committee
The Board of Education and Dr. Alvarez discussed a parent request for a Board of Education Special Education Committee. Dr. Alvarez recommended the creation of a Superintendent's Special Education Advisory Committee, comprised of representatives from all five schools as well as District administrators. There was Board consensus to move forward with the idea.
