Multiple Municipal Water Line Connections Help Solve Area-Wide Pollution Problem 

 

 

Recently, Pyramid finalized a regulatory incident closure at the Whitsett Mini Mart site located in Whitsett, NC. The closure was a result of hard work with regulatory agencies and local residents whose private water wells had been affected by groundwater contamination. This month, we wanted to share with you a brief summary of the sequence of events that led to the closure.

 

The Whitsett Mini-Mart is a convenience store located on the southwest corner of the intersection of NC Hwy 70 and 61 in Whitsett, Alamance County, NC. This station and the property located to the east across Hwy 61 both had petroleum releases. The area surrounding both sites relied on private drinking water wells for water supply. Many of these water supply wells showed petroleum contamination to varying degrees.

For the Whitsett Mini-Mart site, the preferred solution was to connect local supply well users to municipal water. Fortunately, a new municipal water line was installed along Highway 70.
 Municipal water was not immediately available to the Town of Whitsett residents however, since there was no distribution system present to serve the local community. In 2009, after several years of negotiations, Burlington agreed to sell the Town of Whitsett 500,000 gallons per day. Whitsett sought a grant for water line construction and the grant proposal was supported by NCDENR and Guilford County and was approved for construction.

From March to July 2012, Pyramid worked diligently to explain the water line benefits and to obtain the required 37 waterline connection agreements to serve all of the nearby residents. Obtaining all of the agreements was required by NCDENR to allow Trust Fund payments for tap fees and plumbing connections for the project.  

 

Pyramid pre-approved the connection work with the NC Leaking Under4ground Storage Tank Trust Fund and began working with the Town of Whitsett to arrange connections as the water line was constructed. Pyramid worked hard to address all of the minor problems with people's expectations and well abandonments as the process was completed. The first phase of 19 connections was completed in 2012 and the final 16 connections were completed in early 2013.

 

 

 

 

After Pyramid confirmed all connections and well abandonments, Pyramid requested regulatory incident closure for the Whitsett Mini-Mart site which was granted in February 2014. The No Further Action (NFA) letter was received in May 2014.

 

The work facilitated by Pyramid required the cooperation of private and state entities and significant state grant and Trust Fund expenditures. The cooperation and hard work produced an excellent long-term solution to a significant water quality problem for the Town of Whitsett.

Our trusted Project Manager, Ryan Kramer, has moved to Wilmington. Ryan's presence in Wilmington, in conjunction with our geophysicist Eric Cross's presence in the Raleigh area, means that we will now be able to provide even faster, more responsive services to the eastern portion of the state. Shorter drive times and fewer traveling expenses mean more value for our eastern clients.
