Aloha-Reedville study contributes to opening of Farmers Market
The Aloha Community Farmers Market, one of several community-led recommendations of the Aloha-Reedville Study and Livable Community Plan, opened May 5 at Bales Marketplace.
The study, managed by Washington County Department of Land Use & Transportation and the Department of Housing Services, included more than 125 action items, one which called for modifications to land use approval for farmers markets. As a result, Ordinance No. 784, which allows farmers markets in all commercial, industrial and institutional areas as a Type I Temporary use, was adopted by the Board of County Commissioners in 2014.
Community members, project staff, local government, service providers, local businesses and nonprofits participated in the three-year Aloha-Reedville Study, which laid the groundwork for an enhanced quality of life in the Aloha-Reedville Community. The project was presented with the 2014 Public Involvement Best Practices Award by the Cascade Chapter of the International Association for Public Participation.
Among the study's enhanced livability goals were to:
  • Support job growth and enhance the community's prosperity.
  • Consider the demand for community gathering places.
  • Provide a mix of family friendly entertainment options.
  • Support small, local businesses.
  • Increase the number of options for, and access to, fresh foods.
The Farmers Market, managed by Kody Harris, will be open 3-7 p.m. Thursdays through September.

Ongoing road work

Roadwork and road closures - be safe in work zones:

There are road maintenance and construction projects happening throughout the County. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.

MONDAY: Evergreen Parkway to close for two weeks  

Evergreen Parkway, east of Cornelius Pass Road at the railroad tracks, will be closed starting Monday, May 16, through May 30 as part of the Cornelius Pass Road widening project.

Motor vehicle traffic will be detoured onto Cornelius Pass and Cornell roads and Aloclek Drive (see map at right). Pedestrians and bicyclists will have access through the closure area using the sidewalk. Bus stops on Evergreen at 215th Avenue will be closed; riders should utilize bus stops on Aloclek and Evergreen for the duration of the closure.

The closure provides the safest, most efficient option for the reconstruction of the road at the railroad tracks.

Scoggins Dam seismic studies will impact traffic at Hagg Lake

The southbound lane of West Shore Drive across Scoggins Dam will be closed starting May 31. The lane is expected to remain closed until 5 p.m. July 1 while Bureau of Reclamation conducts seismic testing on the dam.

Northbound one-way traffic only will be allowed across the dam during this work. Travelers will not be able to turn onto West Shore Drive from Scoggins Valley Road. West Shore Drive can be accessed by following Scoggins Valley Road around Hagg Lake. West Shore Drive across the dam will be open to two-way traffic before the Fourth of July holiday week.

The lane closure impacts all road users - motorists, bicyclists and pedestrians. This work was scheduled to create as little inconvenience as possible to park users and planned events. Every effort will be made to complete the work as quickly and safely as possible.

Community involvement opportunities

Public asked to provide input on MSTIP 3e 150% Project List

The community is being asked to comment on the Major Streets Transportation Program (MSTIP) Phase 3e list of projects proposed for funding.

MSTIP is funded by local property taxes on a five-year cycle. The MSTIP 3e cycle runs from Fiscal Year 2018-19 through Fiscal Year 2022-23. A total of $160 million has been earmarked for MSTIP 3e projects. The MSTIP 3e 150% Project List includes proposed projects totaling about $240 million - or about one-and-a-half times the available $160 million funding - with each of the four County Commissioner districts receiving approximately equal shares.

The public is asked to help trim the 150% Project List by about one-third - or $80 million - by providing input on individual projects. There are several ways to do this:

  • MSTIP 3e Online Open House at www.MSTIP3e.com throughout May. The interactive map function allows users to click on individual projects to get more information and provide comments.
  • Two remaining in-person open houses:
    • 5:30-7:30 p.m. TONIGHT (May 11) at the Tigard Library, 13500 SW Hall Blvd., Tigard
    • 5:30-7:30 p.m. Thursday, May 19, at the Forest Grove Community Auditorium, 1915 Main St., Forest Grove.

Since 1986, more than 130 transportation projects totaling $730 million have been funded through MSTIP. These projects have improved the area's transportation system for all users: cars, transit, freight, cyclists and pedestrians.

Neighborhood Meetings for Proposed Developments:

NOTE: These meetings are for proposed developments in the unincorporated portions of the County (outside cities) only. For information on development within a city, please contact the city. This information is provided as a courtesy only. Developers are required to hold Neighborhood Meetings prior to submitting certain land use applications to Washington County. A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs (Citizen Participation Organizations), and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county.
