Bonny Slope West Infrastructure Plan approved 

The Bonny Slope West Infrastructure Funding Plan was approved by the Board of County Commissioners in a 4-1 vote on Tuesday, Oct. 6. The plan calls for $10.95 million in improvements to Laidlaw, Saltzman, Thompson and Marcotte roads which serve this 160-acre area slated for residential development.

The funding plan for these road improvements includes:
  • Transportation Development Tax (TDT). 75% of the developer-paid TDT revenue from Bonny Slope West, estimated at $3.65 million.
  • MSTIP Bonding Cost-sharing Program.  $2.67 million for Thompson Road.
  • A new supplemental Bonny Slope West Transportation System Development Charge (TSDC).  This developer-paid fee is expected to generate $4.63 million. The Board authorized staff to begin the TSDC adoption process.  The TSDC will go into effect no earlier than March 5.
The funding plan supports Bonny Slope West community planning, which is being implemented through Ordinance No. 802. The Board also voted 4-1 to advance Ordinance No. 802 for a second public hearing on Oct. 27. The ordinance proposes to adopt land use district designations and establish design elements for Bonny Slope West. It also proposes amendments to the Transportation System Plan, Community Plan and other Comprehensive Plan elements to implement the urban development of Bonny Slope West.  Bonny Slope West  Infrastructure Funding Overview Fact Sheet   Transportation Concerns Fact Sheet

Development Forum is Oct. 29
The fall Development Forum, hosted by Planning and Development Services, will be 8:30-10 a.m. Thursday, Oct. 29, in the Public Services Building Cafeteria. The forum provides development and building industry customers with the opportunity to network, provide valuable input, and learn more about PDS services, initiatives, and processing timelines.
Highlights include:
  • Obtaining Current Planning Final Approval & completing Public Improvements
  • Establishing a Service District for Lighting (SDL).
  • Renewal of Clean Water Services National Pollutant Discharge Elimination System (NPDES) Permit. 
  • Electronic Building Plan Submission and Review Initiative.

Roadwork and road closures - be safe in work zones:
There are road maintenance and construction projects happening throughout the county. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.

Pedestrian facility construction projects underway
Four Urban Road Maintenance District (URMD) Safety Improvement pedestrian facility projects are under construction.  Travelers should expect delays and/or use alternate routes. Projects are: 
  • North side of Cornell Road between 97th and 102nd avenues. Construction of a pedestrian path will occur from 7 a.m.-5 p.m. Monday-Friday (Saturday as needed); flaggers will be on site from 9 a.m.-3:30 p.m.  The project is expected to be completed by Nov. 30, weather permitting.
  • East side of 209th Avenue, between Blanton and the railroad tracks south of TV Highway.  Construction of a pedestrian path is being performed between 7 a.m.-7 p.m. Monday-Friday (Saturday as needed); flaggers will be on site from 9 a.m.-3:30 p.m. The project is expected to be completed by Oct. 30, weather permitting.  
  • East side of 119th Avenue at Lovejoy Street. Construction of pedestrian ramps will occur from 7 a.m.-7 p.m. Monday-Friday (Saturday as needed); flaggers will be on site from 8:30 a.m.-4 p.m. The project is expected to be completed by Oct. 30, weather permitting.
  • North side of Thompson Road between 143rd Avenue and Evergreen Street. Construction of a pedestrian path will occur from 7 a.m.-7 p.m. Monday-Friday (Saturday as needed); flaggers will be on site from 9 a.m.-3:30 p.m. The project is expected to be completed by Nov. 30, weather permitting.
CPOs 1, 6 and 7; Districts 1 and 2
Glencoe Road to close for two days in October
Glencoe Road will be closed at the railroad crossing north of West Union Road for up to two days in mid- to late October, depending on weather, for repairs to the Portland & Western Railroad Co. crossing. The actual closure dates may not be known until as late as a week before the closure. For a schedule check www.wc-roads.com.

Taylor Street sidewalk construction to finish in November
Construction of a new sidewalk on the south side of Taylor Street between 90th Avenue and Windwood Drive is expected to be completed by the end of November. This project is funded through the 2015 Gain Share program.

Construction on McDaniel and Cornell roads continues
Construction of pedestrian facilities on McDaniel Road and Cornell Road, both Urban Road Maintenance District Safety Improvement Projects, are expected to be completed Nov. 30. The McDaniel Road Project is adding a wider shoulder to the south side between Harding Court and Arnott Lane. The Cornell Road Project is adding a pedestrian facility on the north side of the roadway between 102nd and 97th avenues.  Travelers should expect delays or use alternate routes.

Scoggins Valley Road closed through Monday (Oct. 12)
Scoggins Valley Road, west of Tanner Creek Road, is closed to vehicles, bicyclists and pedestrians through Monday, Oct. 12, for replacement of two culverts. NOTE: This information is provided as a courtesy only. Developers are required to hold Neighborhood Meetings prior to submitting certain land use applications. A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs, and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county.
