LUT staff presents Industrial Site Readiness Assessment and Implementation Study

The Industrial Site Readiness Assessment and Implementation Study was reviewed by the Board of County Commissioners at its June 9 work session. The study assessed readiness, costs and best uses for public investment or policy changes on 15 sites of 25 acres or more within the County's Urban Growth Boundary (see map). Over a 20-year period, the study estimates that development of these sites could result in:

  • 14,000 direct jobs. (Average salary of $87,089 for these on-site, traded-sector jobs).
  • 12,000 additional indirect and induced jobs.
  • $226 million in property taxes.
  • $745 million in payroll taxes.

However, development of the 15 sites would require an estimated $190 million in public/private investment to address infrastructure needs, wetlands, slope mitigation, and other development challenges.

The study was conducted by a partnership including Washington County LUT, Business Oregon, Port of Portland, Oregon Department of State Lands, Metro, and the cities of Forest Grove, Hillsboro, Sherwood, Tualatin, and Wilsonville.

Opportunities to get involved:

Brookwood Parkway and Groveland Drive combined open house is June 16

An open house for both the Brookwood Parkway widening and the Groveland Drive realignment projects will be held from 5-7 p.m. Tuesday, June 16, at the Hillsboro Main Library. The public is invited to learn more about the final designs of both projects; no formal presentation is planned. Dates for the projects have not been set, but construction is scheduled to begin on both projects this summer.

 

The Brookwood Parkway project calls for the widening of the street between Meek and Shute roads. The project will include three traffic lanes and bicycle/pedestrian facilities in each direction.

 

The Groveland Drive realignment project includes construction of a new two-lane roadway starting east of Groveland Road and reconnecting to Helvetia Road opposite Schaaf Road (Map). The project will also include replacement of the culvert on Helvetia Road at Waible Creek, which will require a three-week closure of Helvetia Road.   Brookwood Parkway Project site   Groveland Drive Realignment Project site

July 7 South Cooper Mountain Transportation System public hearing

The City of Beaverton is holding a public hearing on adoption of an ordinance establishing System Development Charges (SDCs) for transportation at
6:30 p.m. Tuesday, July 7, at the Beaverton City Council Chambers. The SDCs will help fund transportation infrastructure within the South Cooper Mountain Annexation Area. The SDCs are proposed to supplement other funding sources including the countywide Transportation Development Tax (TDT), Washington County's Major Streets Transportation Improvement Program (MSTIP) and developer-funded improvements.

Comment on draft Council Creek Regional Trail Master Plan

Public comment on the Council Creek Regional Trail (CCRT) Master Plan draft is being accepted until July 31. The plan, funded by a Metro regional flexible fund grant, was developed by project partners including Metro, ODOT, Washington County, and the cities of Hillsboro, Forest Grove, Cornelius, and Banks. The plan supports the vision to connect the end of the TriMet MAX line in Hillsboro to the Banks-Vernonia State Trail. It identifies the preferred routes, provides information on trail types and treatments, implementation, a phasing plan and funding opportunities. The final plan is expected to be adopted in fall. There are road maintenance and construction projects happening throughout the county. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.

August railroad-crossing repairs to result in 72-hour closure on Tualatin-Sherwood Road

Repairs to the Portland and Western Railroad crossing on Tualatin-Sherwood Road, located between Gerda Lane and Oregon Street, will result in a 72-hour closure of the road starting at about 7 p.m. Friday, August 21 (tentative; subject to change). Further details will be forthcoming. Staff is developing a communication outreach plan to provide substantial advance notice of the planned closure and detour routes.   Tualatin-Sherwood Railroad Crossing

Hwy 10 at Western Avenue safety improvements

ODOT recently kicked off their OR10/Beaverton-Hillsdale Highway at Western Avenue/SW 103rd Avenue safety project. Expect nighttime lane restrictions on OR10 and Western from 8 p.m. to 6 a.m. weekdays. Learn more by visiting the project website.

Beaverton; District 2

 

Walker Road closed between Amberglen and 185th

Walker Road is closed in both directions through Friday, June 19, while work is performed at Bronson Creek between 191st Avenue and Greenbrier Apartments (189th Way). Traffic is detoured to Cornell Road. Access to existing driveways and side streets will be available at all times. The work is part of a waterline installation project requiring ongoing closures on Walker Road between Amberglen Parkway and 185th Avenue. Following the full closure, the eastbound lane only is scheduled be closed for two additional weeks. Closure dates are subject to change. Check www.wc-roads.com for the latest schedule.

Hocken Avenue closed between Dawson and Hall

The City of Beaverton has closed Hocken Avenue between Dawson Way and Hall Boulevard for up to 14 months for replacement of the bridge over Beaverton Creek. Alternate routes include Jenkins Road, north of Beaverton Creek and Dawson Way and Milikan Way south of Beaverton Creek. Baseline Road improvement project - speed limit reduced to 30 mph

This project will widen Baseline Road to five vehicle lanes with continuous bike lanes and sidewalks between Brookwood Parkway and 231st Avenue and between 201st Avenue and Willow Creek Drive. For the safety of the workers and travelers in the project zones, the speed limit has been temporarily reduced to 30 mph for the duration of the project. Anticipate lane closures and delays between 9 a.m. and 3:30 p.m. on weekdays.   Project Website

Hwy 99W at SW Gaarde/McDonald Street intersection improvement project

This ODOT-managed project includes adding turn lanes on Hwy 99W, an additional southbound lane on Hwy 99W and an additional lane on Gaarde and McDonald Streets. Work should be complete by the end of 2015. Expect periodic nighttime lane closures on Hwy 99W, McDonald and Gaarde Street and intermittent daytime lane closures on Gaarde and McDonald Streets between 9 a.m. and 3 p.m., and shoulder work between 7 a.m. to 9 a.m. and 3 p.m. to 5 p.m. Visit ODOT's project website for the latest information.

Scholls Ferry Road improvements between Hwy 217 and Cascade Avenue

ODOT's hired contractor is making various safety improvements now through fall 2015. Expect periodic nighttime lane closures. Visit ODOT's project website for the latest information.

Highway 8 (TV Highway) Improvement Project - Minter Bridge Road to 331st Avenue

Work is back underway after a winter hiatus. Expect periodic daytime single-lane closures on Oak Street, 10thAvenue and Baseline Street throughout the week. Estimated completion: Fall 2015.  ODOT's project website

A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs, and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county.
