Unfortunately, there is not a simple Yes/No answer. The fact is that companies with 50 or more full time equivalent employees, including part-time/seasonal, working for 120 days or more or based on work hours MUST provide healthcare coverage.

Obamacare Milestone Reached

 

 

Americans still have a number of questions and concerns about how the health care law will work.

 

The confusion over the law is to be expected: deliberations about the Affordable Care Act (ACA) rollout are ongoing at the state level, political grandstanding persists in Washington, and all the while, consumers are seeing a stream of television ads with competing messages about the law.

 

What's Going to Happen?

TODAY Americans looking for health coverage should be able to enroll in a private insurance plan through a state-based exchange -- online marketplaces where consumers can in theory comparison shop for health coverage, "just like you would for cell phone plans or plane tickets," as President Obama said in August.

 

States are also opening exchanges on which small business owners can purchase coverage for their employees. Not every state, however, is ready to launch their small business exchange.

 

Since the exchanges are designed primarily for low- and middle-income Americans who don't already have health insurance, insurers are making an effort to keep costs down. They're doing that in part by scaling down the network of hospitals and doctors included in their plans.

 

"Some health plans will offer limited access to large academic medical centers, which tend to treat high-risk patients, by including only select hospitals and physician groups in their exchange offerings," the Health Research Institute of PricewaterhouseCoopers said in a report released last week.

 

While open enrollment marks an important step in the implementation of Obamacare, it's just one of many significant milestones.

 

On Jan. 1, 2014, coverage through the exchanges actually starts. Furthermore, the requirement for all Americans to obtain insurance or pay a fine to the IRS starts on that date. Also on Jan. 1, several states will expand Medicaid, a joint federal-state program, to cover all residents who fall below 138 percent of the poverty line. A number of consumer protections begin in Jan. 1, such as the rule barring insurers from turning away people with pre-existing conditions and the end of yearly limits on coverage.

 

On March 31, 2014, open enrollment on the exchanges closes.

 

In 2015, the mandate requiring employers with at least 50 full-time employees to offer their workers insurance goes into effect (a year later than originally planned).

 

A number of provisions of the Affordable Care Act have already gone into effect, including new preventive services for women, prescription drug discounts for seniors, and consumer protections such as the rule requiring insurers to spend at least 80 percent of the money they collect from premiums on actual health care rather than overhead.

 

 

...and Texas? 

  As of today, the health insurance exchange, a critical part of the Affordable Care Act, will launch in Texas, giving nearly 6 million uninsured Texans and businesses the opportunity to purchase reasonably priced health insurance.

 

The exchange will be operated by federal officials, given that Texas Governor Rick Perry has refused to establish one because of his opposition to legislation that is designed to provide coverage to the nearly 30 million uninsured Americans.

 

The exchange will not act as an insurance company. It will, however, decide which insurance companies participate in the plan. It will seek to maximize the number of people who enroll. Additionally, it will promote transparency among insurers and promote fairness for consumers.

The Obama administration acknowledged for the first time last Thursday that a technological problem is forcing it to delay part of the rollout of the new health-care law, saying insurance exchanges won't be ready to accept online applications from small businesses.

 

With a need to debug the sprawling new computer system, there are other signs of trouble. Problems with software continued last week, according to people familiar with the individual marketplaces. In addition to calculation problems, a portion of the software that determines eligibility for people signing up for coverage was making inaccurate determinations in test cases, one person familiar with the situation said. People close to the situation are  skeptical the online marketplaces for individual customers will be fully ready.

Republicans Pass Bill Slashing Billions from Food Stamp Program
  

 

WASHINGTON - House Republicans narrowly pushed through a bill September 19 that slashes billions of dollars from the food stamp program, over the objections of Democrats and a veto threat from President Obama.

The vote set up what promised to be a major clash with the Senate and dashed hopes for passage this year of a new five-year farm bill.

The vote was 217 to 210, largely along party lines.

Republican leaders, under pressure from Tea Party-...backed conservatives, said the bill was needed because the food stamp program, which costs nearly $80 billion a year, had grown out of control. They said the program had expanded even as jobless rates had declined with the easing recession.

"This bill eliminates loopholes, ensures work requirements, and puts us on a fiscally responsible path," said Representative Marlin Stutzman, Republican of Indiana, who led efforts to split the food stamps program from the overall farm bill. "In the real world, we measure success by results. It's time for Washington to measure success by how many families are lifted out of poverty and helped back on their feet, not by how much Washington bureaucrats spend year after year."

But even with the cuts, the food stamp program would cost more than $700 billion over the next 10 years.

Pertussis Prompts Texas Health Alert

 

 

News Release
Sept. 3, 2013
The Texas Department of State Health Services is urging people to make sure they're vaccinated against pertussis after projections show the number of people sick with the deadly disease this year is on track to reach the highest level in more than 50 years.

"This is extremely concerning. If cases continue to be diagnosed at the current rate, we will see the most Texas cases since the 1950s," said Dr. Lisa Cornelius, DSHS infectious diseases medical... officer. "Pertussis is highly infectious and can cause serious complications, especially in babies, so people should take it seriously."

DSHS issued a health alert today advising doctors on diagnosing and treating pertussis. The state health department also strongly encourages people to make sure their children's and their own vaccinations are up to date. While infants remain the most at risk, people of all ages can still get pertussis.

DSHS has reported nearly 2,000 pertussis cases so far this year, and the annual total likely will surpass the recent high of 3,358 cases in 2009.

The Health Insurance Marketplace is designed to make buying health coverage easier and more affordable. Starting in 2014, the Marketplace will allow individuals and small businesses to compare health plans, get answers to questions, find out if they are eligible for tax credits for private insurance or health programs like the Children's Health Insurance Program (CHIP), and enroll in a health plan that meets their needs. However, TACT, in the midst of such change, finds itself in a unique position of being able to offer the highest quality of insurance and service at the same great rates to which you are already accustomed.

  

The Marketplace is a new way to find quality health coverage. It can help if you don't have coverage now or if you have it but want to look at other options. The Health Insurance Marketplace is sometimes known as the health insurance "exchange." Most Americans will be eligible to use the Marketplace. Learn more about Marketplace eligibility.

  
If you live in Texas, you'll use this website, HealthCare.gov, to apply for coverage, compare plans, and enroll. Specific plans and prices will be available on October 1, 2013, when Marketplace open enrollment begins. Coverage can start as soon as January 1, 2014.
