There is a busy year ahead for health care reform as the Patient Protection and Affordable Care Act, commonly referred to as the Affordable Care Act, continues to reshape America's health care system. It became law in 2010.

 

"The broad consensus is that we need to move away from an outdated fee-for-service system that rewards volume and toward a system where doctors and hospitals are rewarded for improving quality, value and health outcomes," says Robert Zirkelbach, spokesman for America's Health Insurance Plans, or AHIP, an industry trade group.

 

While this year's major reforms lay the groundwork for a more efficient and sustainable health care system, from the patient perspective, a lot of this is behind the scenes.

 

Healthcare is a major topic up for discussion during this election cycle and no matter the outcome of the Presidential election in November, it will continue to be a primary topic. I would encourage you to take a hold of the only control we have as citizens and exercise your right to vote. Exercise your right to vote! Early voting began yesterday!

State by State Impact
of ACA Regulations


 

Since passage of the Affordable Care Act (ACA), the American Action forum (AAF) has tracked the state of its regulatory implementation. To date, the ACA has imposed a total of $27.6 billion in new regulations - at least $20.4 billion in lifetime costs on private entities and $7.2 billion in increased burdens on state budgets. In this paper, AAF examines how this $27.6 billion in new costs break down on a state-by-state level. The data show that five states will endure at least $1 billion in ACA regulatory costs. To read the entire study, click here.

Why Health Insurance Is Not The Same As Healthcare

For most people in the health policy community, the word "coverage" carries a certain emotional power. People without health insurance coverage, we believe, are one bad break away from disability and destitution. Hence, many politicians, researchers, and activists believe that expanding coverage is more important than any other policy goal. But not all health insurance is created equal. Indeed, there are tens of millions of Americans who believe they have "health insurance" who can't get actual health care when they truly need it. If Obamacare remains the law of the land, this problem will get worse, not better.

 

Earlier this month, in an interview with the Columbus Dispatch, Mitt Romney pointed out that, in America, anyone who has a heart attack has access to hospital care. "We don't have a setting across this country where if you don't have insurance, we just say to you, 'Tough luck, you're going to die when you have your heart attack,'" he said. "No, you go to the hospital, you get treated, you get care, and it's paid for, either by charity, the government, or by the hospital. We don't have people that become ill, who die in their apartment because they don't have insurance." But not all health insurance helps people live longer. Read more here.

Texas Employers See a 49% Drop in Workers
Comp Premiums

Texas employers are seeing a major reduction in workers' compensation insurance premiums, an insurance trade group reports.

 

The Insurance Council of Texas (ICT) says reforms in House Bill 7, passed in 2005, and earlier legislation have improved the efficiency of the Texas workers' compensation system.

 

The Texas Department of Insurance reports premiums for workers' compensation policies have seen a 49 percent decline in rates since House Bill 7 was passed.

The average premium was $1.38 per $100 dollars of payroll in 2010 as compared to $2.70 per $100 of payroll in 2004.

 

"HB 7, which was passed in 2005, was landmark legislation for the workers compensation insurance system," said Steve Nichols, ICT workers' compensation manager. "The legislation directly addressed the problems the workers' compensation system faced and the results have been an overall reduction in rates, costs, disputes and claims."

 

The good news comes from a new study entitled "Premium Rate Ranking Summary" published by the Oregon Department of Consumer and Business Services.

The study listed Texas as the state with the most improvement in premium costs since 2010. Texas' workers compensation premiums fell from a nationwide high ranking of 12 down to 38.

 

HB 7 overhauled the Texas workers' compensation system by providing for the use of healthcare networks, strengthening medical treatment guidelines, placing a greater emphasis on return-to-work and restructuring the workers' compensation agency.

Stoney weighed in October 16 at 230 pounds. He is maintaining his weight now and hasn't added any inches!  Even though he is weighing about 5 pounds more than his original goal of 225 he is still way below his weight back in January when he weighed in at 252 pounds. Free Online Tools to Track Your Diet, Weight and Exercise

 

 Facebook isn't the only online phenomenon to reach more than one million users in less than a year of launching. The USDA's SuperTracker, which launched only eleven months ago, is an interactive, online tool that currently helps 1.5 million consumers eat more healthfully, manage their weight, and reach their physical activity goals. According to Robert Post, Ph.D., Deputy Director of the USDA's Center for Nutrition Policy and Promotion, SuperTracker is growing by 10,000 users daily.

 

SuperTracker is part of the ChooseMyPlate.gov website and allows the consumer to create a personal profile, diet, and physical activity plan. A newer feature, which is being highlighted this week at the Academy of Nutrition and Dietetics' Annual Food and Nutrition Conference and Expo in Philadelphia, PA, allows users to set their own personal calorie level to meet their weight loss goal.

According to a forecast by Pivotal Research Group analyst Brian Wieser, the health insurance sector stands to eventually mature into a $2.5 billion advertising category and comprise 6% of national TV spending, comparable in scale to the marketing for wireless telephony and mobile services. Substantial spending could be seen as early as the fall of 2013 (unless Republicans win back the Senate and the White House on Nov. 6).

 

For a health-care brand aiming to forge a long-term connection with consumers, social media is a logical place. A prominent business-to-business marketer, General Electric, had a similar idea this past summer when it launched HealthyShare, an app prompting users to share their progress on fitness goals.

Familiar Face and Industry Faithful Leaving TACT

 

It is with bittersweet feelings that I wanted to let you all know, that after 7 total years being involved and working with TACT, my last day will be October 31, 2012.  

 

I have such fond memories of my involvement here and have grown so much over the years. I would like to take this opportunity to express my heartfelt thanks to each one of you for making my time here at TACT enjoyable, worthy, and exciting! It is time for me and my children to take this next step in our lives. I am marrying the love of my life and relocating to Dumas, TX. You may still see me out and about at various meetings or functions, just this time as a spouse!
