TCAPP and Integrated Environmental Framework Pilot Projects: Synthesis of Lessons Learned (*SHRP 2 Prepublication Report)

Transportation for Communities--Advancing Projects through Partnerships (TCAPP) provides agencies and practitioners with guidance on reaching collaborative decisions as they work through the traditional transportation planning, programming, and permitting processes. TCAPP also serves as a portal to other tools, including the Integrated Environmental Framework (IEF), which was developed to serve as a primary resource for those seeking to balance transportation needs with environmental protection. To test both the premises of TCAPP and the IEF, SHRP 2 conducted four pilot tests of TCAPP in Project C18 and four pilot tests of the IEF in Project C21. The SHRP 2 Project C41 Synthesis Report presents an overview of the TCAPP and IEF pilot studies, and it highlights and synthesizes key findings of the research.
* To make research available as early as possible, SHRP 2 is temporarily posting final reports that have been submitted by the research team, reviewed according to the relevant National Academy of Sciences procedures, and accepted for publication. These prepublication drafts, which have not been edited or formatted for publication, will be replaced by the final versions as they complete the editorial process.
