Governor's Education Reform Commission update: The small bit of good news is that there is more money being recommended by the Commission for K-12 education, but the bad news continues to be that the commission never looked at the true cost to educate children and focused on redistributing a pot of money that had been cut by austerity cuts. According to the Georgia Budget & Policy Institute report dated 12/10/15, the proposed formula adds $258 million to the amount the state budgeted for the 2016 fiscal year. That shrinks the $466 million austerity cut to $208 million if lawmakers amend the current budget that way next session. The committee recommends the Legislature add $209 million more when funds are available. Raising sufficient revenue to make that happen is not part of the recommendations.
Teacher compensation is also an issue in the Commission's proposals. As the Commission's proposal reads currently, teacher compensation would no longer be tied to years of experience and education level. A base level would be set by the legislature and then districts would be given flexibility to design and fund compensation packages to attract and retain teachers.
