- Jocelyne Bourgon (1994-1999)
- Paul Tellier (1985-1992)

FROM THE PRESIDENT
The University of Pennsylvania has once again named Canada's Public Policy Forum one of the top think tanks in our geographical region. The Forum is #19 in the list of the 30 top think tanks in Canada and Mexico for 2012-up from #26 last year. The Global Go To Think Tanks index is published annually by the University's Think Tanks and Civil Societies Program (TTCSP). The index is put together with input from a panel of 1,950 peer institutions and experts from academia, policymakers, the media and donors. The Forum is proud to have ranked among the world's leading organizations for reflection, analysis and discussion on the critical policy matters of our age.
