Forced Change in Internet Streaming For KUBU
Who would have thought streaming to the Internet could become so complex, so fast. No one questions that in the world of music licensing that artists, performers, bands, musicians and stars should all be paid for use of their work. The transition for how they get paid for use of their recordings by big and little Internet broadcast stations though is suffering through what arguably is its biggest transition of all time.

Over-the-air broadcasters like KUBU-LP already pay more than $800 in licensing fees to ASCAP, BMI and SESAC for what's called a " blanket license" to broadcast CD's and records by the artists represented by those companies. However, Internet broadcasting is not represented by those companies. In the sunset of 2015, the rules that allowed low-cost efficient music licensing by a variety of companies went away. Now, all Internet licensing is handled almost exclusively by a company called SoundExchange.

The new rules in 2016 mean each station that wants to stream must now license directly. KUBU is in the process of getting the required permission, and should be streaming again soon. Those who fail to get that permission however could face huge fines, so understandably, Access Sacramento's low-power FM station is proceeding with caution until all the arrangements are finalized. The Board of Directors and staff at Access Sacramento thank all the community radio producers for their patience until the transition is complete.

Capital Swing Dancers is a nonprofit West Coast Swing dance club. The purpose of this club is to promote and further West Coast Swing dancing, to offer various social activities, and to encourage good fellowship.
Founded in 1993, Happy Tails Pet Sanctuary is an animal rescue group dedicated to protecting and improving the lives of homeless and abused animals throughout the Sacramento area.
JaNay BrownWood, children's author and educator, will be joining us to talk about her book Imani's Moon and her upcoming public reading at Underground Books on February 6th at noon.

Access Sacramento Seeks Non-Profits to Apply for Green Screen Studio Equipment
High Tech equipment grants valued at nearly $30,000 each will be awarded in early April to several Sacramento County non-profits or schools in a process designed to help residents get better access to cable television broadcasting. The Request for Proposal (RFP) instructions are available on the Access Sacramento website HERE. The application deadline is Friday, March 11.

Questions about about the RFP must be submitted by Feb. 22. Those selected must produce a minimum of 60-minutes of programming a month, provide a secure dedicated space for the equipment, have staff to be trained, and provide appropriate insurance among other requirements. Legal Victory for California Public Access
A big part of how public access cable TV broadcast media centers like Access Sacramento survive is dependent on dollars collected directly from cable subscribers and distributed to us by the Sacramento Metropolitan Cable TV commission.
Some good news arrived recently that means those dollars are a bit safer than they had been.
The California Attorney General's office issued an opinion that the PEG fees that pay for much of the equipment access center use are not a tax.

Cable operators are required to collect and pay these fees under the DIVCA law since 2008. Although it is mostly a technical ruling -- so nothing is really going to change --- but the decision means these fees are not subject to the general California requirement that new or increased taxes must be approved by referendum. This is important for us in Sacramento and many other California communities, where some operators had refused to pay state-authorized PEG fees on the ground that the fees were "taxes" and not valid until approved by referendum. Congratulations to the City of Ontario, the County of Los Angeles and our own Sacramento Metropolitan Cable Television Commission, who filed comments urging the Attorney General to decide California referendum requirements do not apply. The game was reset 14 years ago as Guns vs. Hoses so that fire fighters could get in on the action. Access Sacramento's crew televised the game live last weekend, in our 23rd broadcast of the annual event. Gray who began broadcasting the game in 1985 for KCRA continued with Access Sacramento from 1994 until the present. Gray was one of initial 16 people inducted at halftime into the Pig Bowl Hall of Fame. The annual Best in the West competition drew entries from 34 locations. Four centers in Northern California topped the list of most finalists across six states: CreaTV in San Jose had 12, Mid-Penninsula in Palo Alto had 11 and Access Sacramento had nine and Pacifica Community TV had eight.

Every year, the City of Sacramento conducts a short survey to obtain your thoughts about living, working, and doing business in the City of Sacramento.  You can help set a new direction for the future of the city by participating in the annual survey.
This survey is geared to those that live and work in the City of Sacramento and is aimed to help identify the city's successes, challenges, and opportunities.
The survey results will be included as part of the 2035 General Plan Annual Report, which is presented to City Council annually.
