New Radio Studio Equipment Starts New Year

Access Sacramento radio producers are finding a completely remodeled Studio Two when they return this week.

Access Sacramento Studio Two audio board and microphone upgrades.

A brand new Audio Arts R55E audio board, JBL Studio Monitors, microphones and mic accessories are ready for use. Staff replaced the microphone booms and added shock mounts and new windscreens for cleaner and more vibrant audio capture.

Radio Program Director Shane Carpenter and Broadcast Engineer Tim Parish did the installation over the normal holiday break in order to minimize the potential impact on regularly scheduled production time.

The station runs on automation and can be heard HERE.

It  has been using recorded programs for the last two weeks while production and engineering staff have been doing inventory and routine maintenance during the two week Christmas and New Year's Holiday weeks.

"The new equipment improves the overall sound quality and production experience from Studio Two," said Carpenter. "The new equipment has a crisper and more robust sound. Radio producers will bask in the audiophile richness of the JBLs and our listeners should really enjoy the improved sound from the new board and processing."

The Access Sacramento studio also benefits from a bigger equipment rack that now houses the automation computers with space for additional gear for additional expansions later this year.

"The new gear brings Studio Two into parity with Studio One and will be great once our radio shows are heard on an over-the-air Low Power FM (LPFM) radio station," said Gary Martin, Access Sacramento Executive Director. "We're hoping to hear from the FCC later this month that our license request has been approved."

The LPFM station would be connected to the existing Access Sacramento audio programming and could be heard in the midtown area from West Sacramento to approximately Sacramento State, and from North Natomas to about Florin Road.

In anticipation of the license, for example, Access Sacramento has already purchased the required Emergency Action Notification equipment needed for broadcasters to receive and rebroadcast official news and information during times of emergency.

Some additional equipment installation and testing will continue for several weeks, but operationally, radio producers will begin using the equipment immediately.

"We're experiencing a renaissance of sorts in radio and throughout Access Sacramento," said Carpenter. "Moreover, it's truly a great time to be here. Feel free to stop by and check out the new facility. Better yet climb aboard and share your voice as Access Sacramento makes local radio history "One Voice at a Time."

Live Wire Tomorrow features

Trojan Women and

An Evening with the Wolf

Tune in tomorrow at 5 p.m. to hear about two wonderful events taking place in Sacramento at the R25 Complex in midtown Sacramento later this month.

One event features an evening about one of our planet's endangered species and the second event is play that takes us back to ancient Greece.

Our first guest will be talking about "Call of the Wolf", an evening focused on this endangered species. According to the California Stage website this event features three mini-events in one. The first part of the evening will feature a journey with the wolf through dance, music and poetry with The Ecokinesis Dance Company and Crane Culture Theater. The second part of the evening includes Story-teller, Tom Wade talking about "Myths and legends of the Wolf". The last part of the evening will include lectures on "The Science and politics of the Wolf" with Dr. Mark Rockwell, Endangered Species Coalition and Pamela Flick from the Defenders of Wildlife. This special evening takes place on Friday, January 10th at 7pm.

LiveWire! is also happy to welcome back guests from Resurrection Theatre. They will be on the show to talk about the upcoming play "Trojan Women" by Seneca and adapted by Howard Colyer. This play takes you back to Ancient Greece just after the fall of Troy. The play focuses on the fate of the women of Troy. We will get a sneak preview of a scene with actors Jason Vitaich, who plays a Greek soldier and Mark Urquhart, who plays the Greek god, Ulysses. The play opens on January17th and runs through February 15th.

For more information about "Trojan Women" you can log on to www.ResurrectionTheatre.com

Both events will take place at the R25 Complex in midtown. You can call (916) 451-5822 for more information.

Tune in to LiveWire! tomorrow at 5pm on Access Sacramento channel 17. You can also watch the simulcast online at AccessSacramento.org at the same time it airs. An encore presentation will air on the following Thursday evening at 7:30 pm.

Cable Franchise Renewal Process

Rules Review Underway

The rules that will govern how statewide cable television providers renew their licenses are being created by the California Public Utilities Commission.  A comment period about the rules concludes Jan. 24.

The rules document can be found HERE.

The process is needed because the original statewide cable television franchises are set to expire on their 10-year anniversary in 2016 after they originally were authorized under the Digital Infrastructure and Video Competition Act of 2006 (DIVCA).

Under the constraints of the DIVCA law, the proposed renewal rules essentially will operate like the applicant is applying for its original license again.

The only provision for non-renewal according to the report would be "if the video service provider is in violation of any final nonappealable court order with respect to any provision of DIVCA."

Furthermore, any type of public comment about whether to grant a renewal would be restricted exclusively to whether the applicant is under such a court order.

A lawsuit filed in 2009 alleged AT&T violated the DIVCA rules. A court trial followed in 2011. A decision has not been rendered. The case was brought by the Sacramento Metropolitan Cable Television Commission (SMCTC) and the cities of Los Angeles and El Segundo.

Locally, most cable providers operate primarily under local, and not statewide, franchise permissions. Examples include the Comcast and SureWest Cable systems.

Local franchising is based historically on the need for cities and counties to give cable providers permission to dig up the streets to lay the cable that provides video/internet connections.  In exchange for this right-of-way permission, the cable company pays a franchise fee to the government agency.

These fees, amounting to approximately $12 million in Sacramento County, are then used to pay for essential services (police, fire, roads) and other needs, including the expenses of operating local cable channels that provide public, educational and government access programming.

In Sacramento County, public access is provided on channels 17 and 18 by Access Sacramento.  Educational Access is provided on channels 15 & 16 by the Sacramento Educational Cable Consortium and on channel 7 (KVIE-2) by television station KVIE-TV 6. Government Access is provided on channel 14 by Metro Cable

Religious access programming is provided on Comcast channel 20 and SureWest channel 20 by Sacramento Faith TV, but this channel is entirely self-funded and receives no franchise fee funding.

Tune in Tnight at 11 p.m. for "Electric Mix"
By Listen Up! Co-Producer, Michelle A. Barbaria

This episode of Listen Up! Sacramento features several past performances by some very creative people with an electronic influence to their sound. The band "The Buk Buk Big Ups" visited Listen Up! Sacramento  with a very entertaining group of fellas. The costume clad band pre-recorded part of their music and utilized live vocals for an overall amazing 'air band' style show. We also take a peek back at a D.J. set from "Da Fruitbat". His artistic mixes and custom beats really put him in the mood to keep spinning with a drive that makes people want to keep dancing. We also are featuring a unique Listen Up! guest "Chopstick". The performance includes the use of a guitar and a Theremin, an electric instrument that was most popularly known for its use in mid-century sci-fi films. He also utilizes a slew of pedals for distortion and other electric noises. If you are a fan of electronic music and creative noise this episode is for you. We appreciate our local music community and we hope you will, too. Enjoy!
