"Office Hours Are Changing"
Access Sacramento's Main Office hours will change beginning Nov. 1, 2013.
The new hours will be Monday through Friday from 9:00 a.m. to 6:00 p.m. If you need to sign up or re-new your membership you must be in the office by 5:30 p.m. If you regularly drop off programs and/or need to upload your program after the 6 p.m. closing, you may do so in the Production Office.
The Production office will remain open until 9:00 p.m. Please allow enough time to upload your program and be completed by 8:45 p.m. since the building closes promptly at 9 p.m.
Media lab hours are currently the same, but look here for new extended Media Lab hours soon.

DVD And Blu-Ray Disks For
PCS Film Festival Are Available
The Place Called Sacramento film festival this year marked new ground technically by being mastered as a Blu-Ray disk for the highest quality display.
Access Sacramento director of operations and training Dev Singh and digital media coordinator Bhim Kumar-Reyes received the 10 PCS films in time to have the high definition computer video files recompressed for output into the Blu-Ray video format.
Compared to a standard DVD, a Blu-Ray disk is able to put four-times the amount of data out to the projector or TV giving exceptional image quality.
Both DVD and Blu-Ray disks with the 10 films from the Place Called Sacramento Film Festival are available for purchase with a credit card by calling the Access Sacramento office at 916-456-8600 extension 0.
Deadline for Blu-Ray orders is November 8th.

"2014 Calendars Are Here!"
We can hardly believe it! The Access Sacramento 2014 calendars are here. The New Year is around the corner and you can get your free calendar at Access Sacramento (limit one per person).
We have four styles to choose from including classic images from artist, Norman Rockwell. We also have beautiful images of "Celebration of African-American Art" by various artists, majestic images of America, and also lush scenes of California.
Items are limited and subject to a first come, first serve basis. Come into the Access Sacramento Main Office during our normal business hours, Monday through Friday between 9 a.m and 6 p.m. to pick up your copy.

"Fall Classes Scheduled" 
Our newest schedule is out and classes have been added. If you are already a member of Access Sacramento and your membership is up to date you can call and sign up over the phone using your credit card. If you are interested in becoming a member of Access Sacramento and would like to take the classes you must come and sign up in person for your membership. Orientation happens once or twice each month and is a good place to start. It is mandatory to attend one and it is free. You do not need to be a member to attend Orientation. You must be a member of Access Sacramento in order to take the other classes.

Access Sacramento Wins Six WAVE Awards for Best Videos in the Western U.S. |

Six public access videos on Access Sacramento won Western Access Video Excellence (WAVE) awards Saturday as best in their category in a competition among community media centers in six western states.
The WAVE awards recognize video from both professionals and community producers who broadcast on public access television in Arizona, California, Colorado, Hawaii, New Mexico and Nevada.

Community Producer Christa Bella won in the Documentary Events category for her 2012 "Place Called Sacramento" film festival selection "Bracero Brothers." It tells the story of two men who immigrate from Mexico near the time of World War II to work in farm fields near Sacramento.

In the Documentary Issues Category, Community Producers Bob Crimmins and Steve Beck won the WAVE award for an episode of Living in the West that featured information about California's Bear Flag Revolt, an attempt in 1846 for California residents to break away from Mexico before joining the United States in 1850.
The category Inspirational / Religious Programming by a community producer was won by a Russian-language program on Access Sacramento produced by Leonid Istrati called "Grace Family Church."
Sacramento's longest continually running live weekly talk show "LiveWire!" began 1992, and Access Sacramento Producer Michelle Barbaria and director Elizabeth Harrison won in the Talk Show / Entertainment Professional category for the episode titled Vegetarian Conquest.

Access Sacramento Executive Director Gary Martin, who last year was a show director, was a double winner. Martin and Access Sacramento Director of Operations and Training Dev Singh won in the Live / Live to Tape category for their production of the 11th Annual Guns and Hoses football game between law enforcement and fire officials. Martin with producer and play-by-play host Will James won in the Sports coverage category for their broadcast of a CIF Sac-Joaquin Section Division II playoff basketball game with Burbank vs.Antelope.

The six broadcast winners were from 12 overall Access Sacramento videos that were finalists in their categories. There are 29 categories in the WAVE awards sponsored by the Alliance for Community Media, Western Region.

Public Access Funding Future Highlighted At San Jose Conference

Funding for access centers in California is complicated. In the next several years, it likely will become even more complex according to experts at the Alliance for Community Media - Western Region Conference in San Jose last weekend.
By 2017, many of the rules about how cable TV non-profit organizations like Access Sacramento are funded will need to be reviewed and renewed. Now is the time to prepare.
Here's an easy lesson. All the money to support community access centers comes as a direct fee on your cable bill. The money pays for Public, Educational and Government (PEG) channels and in our area is allocated by the Sacramento Metropolitan Cable Television Commission.
The primary fund can be computed as 5% of your cable bill and is called a Franchise Fee. It's a rental payment for permission to use the right of way when Sacramento County's cable companies, Comcast, SureWest and AT&T U-Verse, connect wires to your home as a way to distribute programming to their subscribers.
Most of this money is unrestricted, so politicians on the Commission give it back to the cities and county to repair roads and provide essential services like police and fire.
The Commission also allocates a small portion of that fund to televise government meetings, to televise for-credit educational classes or to pay for other public access expenses like salaries and the operational costs of running cable channels 7, 14, 15, 16, 17, and 18.
A second fund, the PEG Access Fee, is worth an additional 1% of the cable bill and must be spent to support community access centers and specific equipment or leases defined as "capital expenses."
Both of these funds come from DIVCA: the Digital Infrastructure and Video Competition Act.
This law was passed in 2006 and was envisioned to smooth the transition as telephone companies maneuvered to also begin delivering video services, just like cable companies who had begun offering telephone services.
Prior to DIVCA, local cable companies negotiated with local government to get permission to lay cable to your home, tailoring services to the needs of the local community. After DIVCA, the law tried to tried to mold a "one size fits all" approach with a "statewide" cable franchise agreement.
The law has resulted in the death of more than 50 community media centers in California since DIVCA, Assembly Bill 2987 was approved.
The main reason is the restriction on PEG Access Fee funding to only capitol costs. After DIVCA passed, many public access centers were provided with PEG Access dollars only, but no Franchise Fee dollars.
The result: no staff to buy nor manage the use of the equipment, to handle playback of programming or provide training classes--so the center died--and the community's voice on issues of public importance disappeared.
However, Access Sacramento has great support from the politicians on our commission who decide how to allocate Franchise Fee and PEG Access Fee dollars. This allows us to have the staff and resources to create great programs for Sacramento County like Hometown TV parades and concerts, election debates and community forums, and Game of the Week.
By 2017 though, the politicians, and possibly the courts, will be involved significantly in the future funding rules for Public, Educational and Government cable channels. Information sharing is the start as we work hard to continue to maintain a strong community voice in Sacramento County.
The Alliance for Community Media conference in San Jose provided great information and opportunities for networking with other PEG supporters from all over California.

"DDSO E+ Employment"
Live Wednesday 5 p.m.
LiveWire is happy to welcome back guests from DDSO E+ Employment Program tomorrow Live at 5 p.m. The Development Disabilities Service Organization helps people with disabilities in a variety of ways including basic care classes for daily living as well fun art and theater programs and employment training. Dennis Curry, the Program Director for the E+ Employment program will be on the show to tell us all about the work they do. They teach Production skills to their students looking to further their career opportunities as well as being a full production Studio available to create videos for the community. We will also have a short video about the program and how it has been a positive experience in the lives of those involved.

"Sheldon Spoiling For Upset Live This Friday On Game of the Week"

Heavy drama is rapidly developing in the power-laden Delta River League, where Access Sacramento is focused on contending teams charging down the home stretch of the regular season; including Friday's key Jesuit vs. Sheldon match-up on the Home Town Sports Game-of-the-Week as part of the frantic dash toward the upcoming Sac-Joaquin Section Football Playoffs.
The broadcast begins at 7 p.m. On Access Sacramento, Comcast / SureWest Cable Ch. 17 and AT&T U-Verse Ch. 99. It's streamed live on the web from AccessSacramento.org Push Watch 17.
The current CIF playoff structure automatically awards two playoff berths to each conference, then disperses 24 additional at-large berths based on team records and strength of schedules. This puts teams in the powerful Delta River League in a major bind.
Four of the top 11 teams in the latest "Dimino's Dozen" high school football rankings -- #1 Folsom, #2 Pleasant Grove, #5 Oak Ridge, and #11 Jesuit -- all play in the Delta River League.
The two automatic bids will be awarded to Folsom and Pleasant Grove, which remain undefeated, tied for the top spot, and destined to meet in a dramatic #1 vs. #2 confrontation in Week-10 to determine the DRL championship. 5th-ranked Oak Ridge and #11 Jesuit remain in the hunt for an at-large berth.
As a result, visiting Jesuit (1-2, 6-2) is in a must-win situation to enhance the attraction at-large consideration. Despite last week's tough 28-23 loss to Pleasant Grove, Marlon Blanton's Marauders remain a top-notch ball club. QB Jason Elenberger is a versatile run/pass playmaker, and RBs Ben Parietti and Beau Bisharat lead a potent ground attack.
Sheldon may have other ideas. Herbie Berry's upset-minded Huskies (0-3, 3-5) have run the brutal DRL gauntlet against the best teams in the area. They are not in the playoff hunt and have no pressure on them as do the Marauders. Moreover, the Huskies have firepower that commands respect. QB Nolan Merker has passed for 25 touchdowns and more than 2000 yards for an offense that averages 30 points per game.
The Marauders should not consider this road trip to South Sacramento a joy ride to face the last place Huskies. There's liable to be some bumps in the road along the way. Home field advantage to Sheldon, where the underdog Huskies are preparing a special reception for Jesuit.

The Christian Brothers Falcons went on the road to Fair Oaks to meet up with the Del Campo Cougars in a Capital Valley Conference match- up. The game ended in a grand fashion with a score of 38-36.

The cougars took the one-point lead after a successful two point conversion with less than 2 minutes on the clock. However, the Christian Brothers Kicker Hayden Jones hits a 27-yard field goal after a well-organized drive from the Cougar's Offense to win the game, 38-36. Their music is a mix of punk and Irish mixed together.
