RESERVOIR LEVELS RISING AS DECEMBER RAINS FALL
The rainy season has arrived! We have had several days of rain so far this month and December is only half over. Whether or not we set any records, we appreciate every drop. Thanks to recent rains and ongoing customer conservation efforts, reservoir storage is near average for this time of year. Visit our Water Watch page for daily updates.

Here are the latest water statistics:
  • Reservoir Levels - As of December 15, reservoir storage is 50,896 acre-feet,* or 64% of capacity. The average for this date is 55,543 acre-feet, or 70% of capacity.
  • Rainfall - Rainfall this year to date (July 1 - December 15, 2015) is 7.25 inches. Average for the same period is 14.08 inches; last year on this date we had 27.13 inches.
  • Water Use - Water use for the week ending December 15 averaged 14.98 million gallons per day, compared to 14.86 million gallons per day for the same week last year.
  • Creek Releases - During the month of November 2015 MMWD released 351 million gallons, or 1,076 acre-feet, into Lagunitas and Walker creeks in west Marin for habitat enhancement.
*One acre-foot is 325,851 gallons

MMWD STILL MEETING STATE WATER USE TARGET
Six months into statewide water-use cutbacks, Marin Municipal Water District (MMWD) customers continue to surpass the district's 20% cumulative savings target. Customers saved 22% in November and all told have saved 21.1% from June through November, compared to the same months in 2013.

The district's 20% conservation standard is set by the State Water Resources Control Board, which is tasked with implementing Governor Brown's Executive Order calling for statewide reductions. The original order covered the nine-month period from June 2015 through February 2016. On November 13, Governor Brown extended his executive order through October 2016, if the drought continues through January 2016.

BOARD APPROVES RATE RESTRUCTURE PROPOSAL
On December 8, 2015, the Marin Municipal Water District Board of Directors voted unanimously to approve a rate restructure proposal--the first rate increase since May 2012. The new rates are based on a 2015 Cost of Service Analysis, an in-depth study completed to ensure costs are allocated accurately and fairly among all customers.

The new rate structure includes three main elements:
  • An increase in the bi-monthly fixed service charge for all customers
  • The creation of a new bi-monthly watershed management fee for all customers
  • Adjustments to the tier rates for all customers

The new rates are effective as of January 1, 2016, and will be reflected in water bills issued on or after March 1, 2016. For the average single-family customer, the changes will mean an increase of about $10 per month. An additional 4% increase across all rates, fees, and charges goes into effect May 1, 2016, subject to board review in April 2016.

The board also approved Sonoma County Water Agency (SCWA) pass-through charges, which means if SCWA charges exceed the amount already accounted for in the budget, MMWD can pass through the difference to customers. The board did not approve the proposed drought surcharges and revenue recovery charges, both of which would not have had an immediate effect.
