RESERVOIR LEVELS STILL HIGH DESPITE DRY JANUARY       
Reservoir levels are still well above average at 99.4 percent of capacity in spite of an extremely dry January. We received just 1.26 inches of rain this month, well below the January average of 10.93 inches. The last time we had a dry January was in 2008, when we received just 1.08 inches. This month's rainfall is a stark contrast to the first half of the 2012/13 rainy season. By December 31, 2012 we had received 33.31 inches, compared to the yearly average of 19.64 for the same date. 

Here are the current water statistics:
  • Reservoir Levels - As of January 27 reservoir storage is 79,082 acre-feet.* The average for this date is 64,842 acre-feet, or 81.5 percent of capacity. Total capacity is 79,566 acre-feet.   
  • Rainfall - Rainfall this year (July 1, 2012 to January 27, 2012) is 34.57 inches. Last year for the same period we had 16.93 inches; average is 28.85 inches.  
  • Water Use - Water use for the week ending January 27 averaged 16.6 million gallons per day, exactly the same as water use for the same week last year.     
  • Creek Releases - During the month of December 2012 MMWD 142 million gallons, or a total of 434 acre-feet, into Lagunitas and Walker creeks in west Marin. We release water throughout the year to maintain adequate flows for the fishery per our agreement with the State of California.

NEW YEAR, NEW BOARD OFFICERS         

Director Larry Russell of Tiburon was recently elected president of the Marin Municipal Water District Board of Directors for 2013, taking over from outgoing president Director Cynthia Koehler of Mill Valley. Director Armando Quintero of San Rafael was elected vice president for 2013.

Russell was first elected to the MMWD board in 2004. He was re-elected in 2008 and won re-election unopposed in 2012. He represents MMWD Division V, which includes Corte Madera, portions of Larkspur south of Corte Madera Creek and east of Highway 101, San Quentin, Strawberry, Tiburon and surrounding unincorporated areas and Belvedere. In addition to serving as 2013 president, Russell serves on several committees.

Quintero was first appointed to the MMWD board in 2009. He was re-elected in 2010 and won re-election unopposed in 2012. He represents MMWD Division II, which includes central San Rafael and unincorporated areas of San Rafael. Quintero also serves on various committees.

MMWD's board has five members, each representing approximately 37,000 residents. The other three board members are Liza Crosse of Woodacre, Jack Gibson of Sleepy Hollow and Cynthia Koehler of Mill Valley.

COMPLETION OF PHASE I OF FIRE FLOW PROGRAM MEANS IMPROVED FIRE PROTECTION FLOWS  
MMWD's District Operations Committee recently received a report on the accomplishments of the original 15-year Fire Flow Master Plan. Thanks to this program, approximately 66 miles of pipeline replacements, the installation of 750 hydrants and seismic retrofits of the water treatment plants and critical transmission tanks and pump stations have been completed since 1997.

The plan began in fiscal year 1997/98 and concluded in June 2012 (fiscal year 2011/12). It was funded by a voter-approved $75 per parcel annual fee to cover improvements to MMWD's water system for earthquake safety and improved fire-fighting capacity. 

 

Total expenditures for the plan are $74.4 million: $64.3 million from the parcel fee and $10.1 million from MMWD's capital improvement program. Remaining funds in the amount of $4.7 million are being rolled over into a new fire flow program, a 19-year extension of the annual parcel fee that began this fiscal year (2012/13). The new program will fund an additional 52 miles of pipeline replacements as well as seismic retrofits of pump stations and pipe bridges.
