Mental Health Needs Go Unmet

Under provisions of the Code of Virginia that were strengthened after the tragic shootings at Virginia Tech in 2007, an individual who has a mental illness and is likely to cause "serious harm to himself or others" or who has "a lack of capacity" to protect himself from harm or to provide for basic human needs and "is in need of hospitalization or treatment" may be held under a temporary detention order. For the individual the law provides access to treatment, and for the public the law is intended to enhance safety. As well intentioned as these changes in the law were, there is serious evidence that a lack of services and facilities render the law ineffective in too many cases.

 

The Office of the Inspector General (OIG) of the Department of Behavioral Health and Developmental Services found in its review of the law that between April 1, 2010, and March 31, 2011 approximately 200 individuals who met the criteria for a temporary detention order were subjected to a process referred to as "streeting." Because there were no psychiatric facilities that had space or were willing to take them they were released from custody, hence the term streeting. As the OIG stated in its Semi-Annual Report, "Streeting represents a failure of the Commonwealth's public sector safety net system to serve Virginia's most vulnerable citizens and places these individuals, their families, and the public at-risk. The fact that approximately 200 individuals, who were evaluated by skilled clinicians and determined to be a danger to themselves or others and lacking the capacity to protect themselves, were denied access to a secure environment for temporary detention and further evaluation, greatly concerns the OIG," as it should concern all of us.

 

For too many who are mentally ill and on the street, the next stop is homelessness or the jailhouse. The Compensation Board is required by law to make a report each year on the number of mentally ill in the jails in Virginia. In its most recent report for the month of July, 2012, the Board found that of the 26,669 inmates in the system that 3,779 were female, and 22,890 were male. Of the female populations, 38.74 percent were mentally ill, as were 21.22 percent of the male populations. By default our jails have become mental health facilities for too many people.

 

We are not doing enough to respond to the mental health needs of the Commonwealth. According to the National Alliance on Mental Illness, the per capita spending for mental health programs in FY 2009 was $122.90. For Virginia it was only $93.81. Too many of our mental health needs are going unmet.

Distinctions between the various types of financial service professionals: The Securities Division of the Virginia State Corporation Commission (SCC) offers information on its website that provides basic information on the various types of financial service professionals and their obligations to investors. Before doing business with any investment professional, investors should contact the Securities Division to determine whether the individual, firm, or investment opportunity is properly registered and if there have been any complaints or disciplinary problems involving that individual or his or her firm. To request background information about a stockbroker, contact the SCC's Division of Securities and Retail Franchising toll-free (in Virginia) at 800-552-7945 or in Richmond at 804-371-9051 and ask for all materials from the CRD (Central Registration Depository) about that individual. For similar information about an investment advisor, ask for all materials from the Investment Adviser Registration Depository. These computerized national databases contain licensing and registration information on more than 650,000 stockbrokers and more than 260,000 investment advisors. You can also receive information on their employment, examination and disciplinary histories, civil judgments, arbitration decisions, criminal convictions or indictments, bankruptcies, as well as pending complaints, disciplinary actions, arbitration, and civil proceedings. The Reston Chorale's 2012-13 season is building up to a grand finale on May 18-19, as it joins voices with the Vienna Choral Society to present Opera for the People. Two performances:  Saturday, May 18, 7:30 p.m. at Reston Community Center, Hunters Woods, 2310 Colts Neck Road, Reston, and Sunday, May 19, 4:30 p.m., at Our Lady of Good Counsel's DaSales Hall, 8601 Wolftrap Road, Vienna. ONE RESTON Walk: Sunday, May 19, 3:30 p.m. Families who live in the Crescent Apartments will join leaders from area congregations in walking for "One Reston" -- the economic and cultural diversity that is a part of the founding values of Reston, and to raise awareness of the potential loss of rental housing that has for decades been available to hard working families. VOICE (Virginians Organized for Interfaith Community Engagement) faith community leaders are organizing the Walk to build support for Fairfax County negotiations with potential Crescent developers that ensure current Crescent residents are able to remain in Reston after the Lake Anne redevelopment. Area congregations and 150-200 tenants will walk in solidarity from the corner of Temporary Road and Jonathan Way, ending at Crescent apartments. 
   

Reston Community Orchestra Concert, Sunday, May 19, 4:00 p.m. at the Reston Community Center, Hunters Woods, 2310 Colts Neck Road, Reston. Preceding the concert at 3:00 p.m., there will be a reception recognizing local music educators. As the Orchestra finishes celebration of its 25th year of providing free, quality music to the community, the board and members want to honor those who help nurture new musicians. The concert will feature four accomplished young musicians: Jenny Lee, 17, Jasper DeBoor and Sarah Slate, both 12, and Grace McKay, 10. These four violinists were selected to be the soloists for the world premiere of  "Concertino for Four Violins and Orchestra" by Michael Ream, one of several pieces to be heard at the concert. Dingwall Fleary is the music director.

On August 11 at 8:00 a.m. the YMCA Fairfax County Reston and Reston Association will be holding the third annual Reston Kid's Triathlon. The event is intended to be a fun opportunity for youngsters to stay active through the summer and learn about the fast growing sport of triathlon. In keeping with the missions of the sponsoring organizations, a number of the participants will be from families who might not be able to afford the entry fee and equipment for the event. Through individual and corporate sponsors their costs will be covered. All net proceeds from this event will be used for the Y and RA youth scholarship programs.
