With the adjournment of the General Assembly session on February 23 I am back home in Reston, but my legislative duties for the year are far from being over. Following the Saturday conclusion of the annual session, on Sunday morning I moved from the furnished apartment I had leased for most of January and February. I was living in Richmond in an apartment house that was built at the edge of the falls of the James River and was there long enough to develop a daily routine. I got up each morning by 5:00 a.m. and took the elevator down eight floors for my morning exercise (not strenuous enough to be called a work-out).  My muesli-yogurt breakfast was accompanied by reading online The Washington Post, Richmond Times Dispatch, emails and Facebook posts. Although my apartment was only about a mile from my office in the General Assembly Building, I drove the distance because of the cold and uncertain winter weather. When I got past Main Street heading south on Tenth Street Mr. Jefferson's Temple on the Hill, the State Capitol, would come into view. I continue to be in awe of the physical structure of the State Capitol and amazed at the actions that take place in it by the people's elected representatives.

 

I was usually in my office by eight, and many lobbyists who know of my early work habits would put me first on the list to see. Lobbyists like politicians are not highly regarded, but they do perform a valuable service in providing information based on their client's perspective. It is up to me as a legislator to determine wherein the public is best served from the different points of view I receive. When in Richmond I am always glad to see residents of my district who come to visit me. The days are filled with committee meetings and the daily floor sessions. I usually would leave the office by six in the afternoon and attended receptions and dinners sparingly in the evening.

 

Now that I am back home I have to drive to the gym for my exercise, but I look forward to when I will start walking on the paths each day as the weather gets warmer. In my district office that is in my home I take care of correspondence and constituent concerns. Yesterday I sent a letter to the Governor expressing my concern about the fee on hybrid vehicles in the transportation legislation. I will go back to Richmond on April 3 for the Reconvened Session to deal with any vetoes the Governor may have made on any legislation we passed. Throughout the year I go to Richmond or other locations a couple of times a week for meetings. I will be continuing to devote a lot of time to my position as Chairman of the Dulles Corridor Rail Association. I will be working on issues for the next legislative session including my strong concern about gun violence.

 

Being a "citizen legislator" is supposed to be a part-time job, but for me it is full-time year round. The work in Richmond is intense and difficult. The work on behalf of my constituents is very fulfilling, and it is back home! Call on me if I can ever be of assistance to you kenplum@aol.com.

Youth Art Month features GRACE Art: Works from Participating Schools. The exhibit that runs through March 9 at the Great Reston Arts Center in Reston Town Center highlights art work created through the Greater Reston Arts Center's signature educational program, GRACE Art. Over 40 area elementgary schools participate in this program in which classroom volunteers deliver an interactive art history lesson with visuals followed by an engaging hands-on art project designed to reinforce the lesson. Over 22,000 children have been reached with the program, cultivating creativity, curiosity and an appreciation for art.

 

Kaiser Permanente, a medical care organization, is offering free health care services to qualified children living in Fairfax County and the cities of Fairfax and Falls Church. Your child between the ages of 0 to 18 may be eligible if your family meets income guidelines; does not have affordable health insurance through a parent's employer; does not qualify for Medicaid (FAMIS Plus) and FAMIS. March is LOVE by the Glass: Virginia Wine & Dine Month, a celebration to showcase Virginia wines at restaurants and wine shops across the Commonwealth. Tomorrow: Virginia has ranked No. 2 on an annual list of the top 10 states for LEED green building, with 29.7 million square feet of LEED space certified in 2012, or 3.71 square feet per resident. A celebratory event in Northern Virginia to recognize the state's recent achievements and longstanding commitment to greener, healthier buildings to live, play, work and grow will be held March 7 at 10:30 a.m. at the LEED Gold Alexandria Police Headquarters located at 3600 Wheeler Ave., Alexandria.

  

Tomorrow: the Virginia Department of the Treasury's Unclaimed Property Division may be holding your un-cashed paychecks, lost stocks, bonds, dividends, utility deposits, insurance claims and more. The Independent Living Project is a free program that offers education and yoga or other exercise to increase strength and balance for adults over 60 years of age and younger adults with physical disabilities. On Saturday, March 9, at 10:00 a.m., join Congressman Gerry Connolly for a public briefing to highlight free tax services available through Volunteer Income Tax Assistance (VITA) and VA Free File for Virginia's lower and moderate income taxpayers, including those eligible for the Earned Income Tax Credit. Through the Northern Virginia CASH (Creating Assets, Savings, and Hope) program, the Herndon Resource Center VITA site is dedicated to helping low-income individuals and families prepare their tax returns at no cost. It's Almost Time for the Silver Line. The Northern Virginia Dental Society (NVDS) is hosting its 10th Mission of Mercy (M.O.M.) Project on March 15 & 16 at the Northern Virginia Community College, Medical Education Campus in Springfield, VA. Numerous volunteers from the dental profession will be working side-by-side with participating social service agencies and community volunteers to provide care for an anticipated 800 plus patients over this two-day period. On Sunday, March 17, at 4:00 p.m., the Reston Community Orchestra will be presenting "Birthday Boys," their third concert of the season. A reduced-cost rabies clinic will be held on Sunday, March 17, from 2:00-4:00 p.m. at the Mason District Governmental Center, 6507 Columbia Pike, Annandale. The cost is $12. Dogs, cats, and ferrets are eligible for vaccinations. Dogs must be on leashes. Cats and ferrets must be in carriers. All pets will receive a 1-year rabies vaccine. To obtain a 3-year vaccine, bring your pet's rabies certificate showing your pet's current rabies vaccination and expiration date. Only those who can show proof will be eligible for the 3-year vaccination for their pet. Only rabies certificates will be issued (no tags).

The Fairfax County Park Authority is seeking volunteers to support iCan Shine, a five-day camp that teaches children with disabilities to ride two-wheel bicycles. The camp will be held during Fairfax County Schools' spring break, March 25 to March 29, at Lee District RECenter in Franconia, VA. Besides making a difference that will last a lifetime, volunteers will also earn one free RECenter day pass for each camp session worked (10 pass limit). At iCan Shine camp, attendees, ages 8 to 18, learn to ride bicycles independently by improving balance, mastering steering, and overcoming the fear of falling. Volunteers will serve as "spotters" to run alongside children and to provide physical and emotional support. Administrative assistance is also needed. Volunteers must be at least 15 years old. A five-day commitment is required and single or multiple sessions are available each day. Session times are 8:30 to 9:45 a.m.; 10:05 to 11:20 a.m.; 11:40 a.m. to 12:55 p.m.; 2:00 p.m. to 3:15 p.m.; and 3:35 to 4:50 p.m. For more information, call Adapted Aquatics Coordinator LeeAnn David at 703-324-8565. 

  

Dress Up with Grown-Ups Gala, Saturday, April 6: Charles Mann, former Redskin, three-time Super Bowl champion, businessman and philanthropist, will emcee the Medical Care for Children Partnership Foundation's annual Dress Up with Grown-ups Gala on April 6 at The Mason Inn on the GMU campus. This gala is designed for people to bring their children and grandchildren if they wish...as long as they "dress up"!
