The Ponds
By now, most of you have seen a lot of activity down at the ponds, with water levels falling and rising again. Fear not - nothing calamitous will be happening. We are evaluating how best to remove all the excess silt that came in with that major summer storm, and how to repair the dams. We expect that the actual work will go on starting next Spring. In the meantime the ponds should remain full.
There's another study underway on how to mitigate the impact of future storms. More on that as bids come in and decisions are made.

Traffic Update With the recent crash at Stonegate Road, it has raised questions about the one-way roads in Trout Valley. There have been recent reports of a number of cars driving the wrong way on our narrow roads. The sheriff has been notified to make more patrols and ticket those violating the law. in addition, this has raised several questions about Briargate Road, where the kids are dropped off and picked up for school. The residents on the street have complained about how some of the parents are driving and the amount of the traffic early in the morning and late in the day.
Residents are allowed to drive down River from Stonegate to Briargate Road, but parents must be mindful of the fact that cars coming around the bend on River are not aware that there is two-way traffic at this point. It can be a very dangerous situation. Plus, everyone should be respectful of the homes on this short street. They have to get in and out to go to work, run errands, and they need access to their driveways. Let's all try to be courteous, and make this work for everyone.

(Update from the Cary Weekly News)
Construction Update
The following is a construction update relating to the Village's 2013 Road Program. The update is designed to keep residents informed regarding the construction schedule and construction process.
2013 Capital Improvement Program
West James Way
During the week of October 21st, the contractor is scheduled to install one side of new curb and gutter on West James Way from Sandra to Silver Lake. The residents who live on the side of the street with the new curb will not have driveway access for 3 - 5 days as the concrete cures. If you have an asphalt driveway, you can expect to have driveway access in 3 days. If you have a concrete driveway, you can expect to have driveway access in 5 days. The contractor will only install curbs on one side of the road at a time to allow for parking on the opposite side of the road during non-construction hours. As soon as the concrete is cured, the contractor will pour curb on the opposite side of the road. Please be courteous to neighbors and leave as much parking overnight as possible.

On Friday, October 18th, the contractor is scheduled to install binder (first layer of asphalt) on East James Way and the surface asphalt (final layer) on Carl Sands and Alicia. The contractor is scheduled to repair driveways when they install the final layer of asphalt. The concrete contractor will repair curb, gutter and sidewalk sections in need of repair starting on Wednesday, October 23rd on West Margaret (east end), West James Way (east end) and East James Way.
Briargate Right-of-Way and Park District Community Center Parking Lot
The contractor is scheduled to install the surface layer of asphalt the week of October 21st, 2013.
2013 Thermoplastic Program
The contractor is expected to continue grinding and replacing roadway striping the week of October 21st. The work should take three to four days to complete. Every year, the Village inspects all roadway striping for condition including cross walks and stop bars.

Water & Sewer Billing Changes
(This applies to neighbors who use Cary city water)
In the Special Cary News Weekly sent on October 9, the Village provided information regarding water and sewer billing changes. The information has been further clarified and residents are encouraged to contact Village Hall with any follow-up questions. On September 17, 2013, the Village Board approved a contract with Third Millennium Associates, Inc. to outsource the printing and mailing of the Village of Cary bi-monthly water and sewer bills. The billing change will be effective December 1, 2013 for residents in the corporate limits of the Village of Cary who receive a water and sewer bill. In order to transition to the new billing schedule, residents living on the northeast side of Route 14 that normally would have received a bill in November will instead receive a bill for approximately three months of water and sewer usage in December. In addition, residents living on the northeast side of Route 14 will see their bill in February return to the normal two month billing cycle. Residents living on the southwest side of Route 14 will not be affected and will continue to be billed on their normal cycle. The customer service improvements that will occur to the water and sewer bill as part of this change: - Bill format will be easier to read and understand
- Bill format will change from a post card size bill to a two sided 8 ½ x 11 size bill
- Water & sewer bill will be mailed in an envelope
- Return envelope will be included for your remittance
- Current events information, Village program information and newsletter updates
- Back of your bill will display additional information such as:
- Acceptable forms of payment - Village Hall hours - Drop box locations - Payment options - Contact information for billing and service questions In addition, the new billing program will allow the Village to insert an additional information sheet or newsletter at no additional cost. As a result of a utility rate study completed by the Village in 2012, the fee per 1,000 gallons of water use is now $3.81. The sewer charge is also based on total water use consumption. The fee per 1,000 gallons for sewer is $3.12. There is a user fee of $2.14 charged per account per month. The 2012 rate study completed by the Village decreased the 2013 water rate per 1,000 gallons of use. The 2012 rate study led to a slight increase in the sewer rate per 1,000 gallons of use and an increase in the monthly user fee. The current Village ordinance calls for a 3% increase in the water, sewer and user rates on the following dates: May 1, 2014, May 1, 2015,May 1, 2016, and May 1, 2017. Water and sewer rates help pay for the cost of providing service, capital debt payments and aggressive capital investment into infrastructure improvements to the Village utility system. Trees
As we have mentioned in a previous newsletter, please do not use nails or tacks to support signs on any Trout Valley trees. To stop the damage that this practice has been causing, Trout Valley maintenance will now start removing those signs. Thanks for your help. The trees thank you as well.

Blast versus Newsletter?
We've recently had questions and requests for sending out email blasts to Trout Valley residents. These have included blasts for charitable donations and open houses. Most community information can be circulated in the weekly newsletter. The blasts are reserved for important and time-sensitive information. We want residents to know that when they receive a blast, they should read it as soon as they can, as it is something of concern for the community.
When we reject a blast request, we are trying to balance the need to communicate effectively and quickly with Trout Valley against the rights of the residents not to be overwhelmed with local messages. If we don't send out a lot of blasts, we hope those we do send get your attention. We appreciate your consideration.
