The Haitian Studies Association(HSA) strongly deplores and condemns the racialist policies taken by the government of the Dominican Republic against some of its native-born black citizens of Haitian descent and black immigrants, in defiance of international law and common human decency. The decisions made by the supreme judicial authorities of the Dominican Republic follow a long-established historical pattern of unending racial discrimination masquerading as patriotism and national sovereignty.

We recognize and note that the two republics share a common geographic space, and that their peoples share a common African ancestry.

The HSA urges all academic and scholarly associations, all national and international organizations, indeed, all people of good will to join us again in protesting the actions of the government of the Dominican Republic, which have fueled racial hatred and group discrimination inside the Dominican Republic, ending in the death of many.
