We wanted to put together a short newsletter brief to let you know about some important dates for November. The NRCS first-cut off date of November 20th has been announced for 2016 EQIP practices. The VT Agency of Agriculture, Food and Markets (VAAFM) is holding a series of meetings throughout the state to discuss the draft Required Agricultural Practices (RAPs) and receive public comments (in Middlebury - Nov 19th).
Important Dates Not To Miss
Vermont NRCS Impending Deadline:
November 20th, 2015
for 2016 practices
VT NRCS just announced the first cut-off date to apply for fiscal year 2016 funds through the Environmental Quality Incentives Program (EQIP). While EQIP is offered through continuous signup, NRCS makes periodic funding selections. Farmers wishing to utilized EQIP financial assistance to implement practices next spring are encouraged to submit an application by the November 20th deadline. Spring conservation practices might include no-till and mulch-till, field borders, grass waterways, diversions, and conservation planning. Farmers who want to get assistance for 2016 cover crop plantings should also consider starting the planning process now. It benefits producers to complete applications early, as the process may take as long as four months to be approved. Applications must be submitted and approved before implementing conservation practices. Waivers to begin installing practices prior to receiving a contract can only be approved under limited circumstances. For more information, contact your local NRCS office. Public Meetings on Water Quality Legislation & Draft RAPs
The VAAFM is holding a series of public meetings around the state in November and December to discuss what the new water quality legislation means, and specifically what the draft Required Agricultural Practices (RAPs) say. While much of the RAP wording has already been legislated, the new water quality law has specifically tasked the Agency to amend the RAPs by rule to establish requirements for small farm certification, including requirements for stacking or storing nutrients, soil health and loss tolerance, vegetative buffer zones, livestock exclusion, nutrient management planning, and tile drainage or other dewatering technology.

The final draft of the RAPs will be submitted in March 2016, there will be a formal public comment period from March to May 2016, and formal rulemaking period during that time, commencing in July 1, 2016 when the RAPs will be finalized (with further implementation in 2017 and 2018). -----------------------------------------------------------------------------------
