Rules to LIVE by From LAFD

 

Please print out the flier and ask people not to block access on our narrow roads. Often it's our own neighbors who park irresponsibly. Let Parking Enforcement know when cars park where they shouldn't or access is impeded. Their number is (213) 485-4184. Take photos and share them with our City Representative, Daniel Halden: Daniel.Halden@lacity.org  BCNA will be working with the City departments to review our streets based on the rules contained in the LAFD flier below.

2.) Less than 36' wide, parking allowed on one side only.

Keep Infrastructure Reporting in the General Plan and Community Plans
Shouldn't Reporting be Mandatory?

This Tuesday the PLUM Committee of the City Council is going to be hearing a two-part motion by O'Farrell to repeal the new Hollywood Community Plan Update and also to eliminate the infrastructure reporting requirement from the Community Plans and to make it discretionary in the Framework Element of the General Plan.

 

One of the reasons that the Hollywood Community Plan Update was found to be in violation of the law was that the required infrastructure reporting was absent from the plan update. The City Council is reacting to that defeat not by insuring that there is infrastructure reporting in the future but by eliminating the reporting requirement. Please express your opposition to this terrible idea. Angelinos need to know the truth about the decrepit state of our infrastructure. Statutory Exemption, and related California Environmental Quality Act findings, reports from the Mayor and the Los Angeles City Planning Commission, Ordinance [revised to be consistent with the Resolutions] to repeal Ordinance No. 182173, adopted on June 19, 2012, for zone and height district changes in furtherance of the Hollywood Community Plan Update (HCPU), and Resolutions to:

 

1) Rescind, vacate and set aside all actions approving the 2012 HCPU and certifying the Environmental Impact Report adopted in connection therewith, and all related approvals issued in furtherance of the HCPU, and thereby, by operation of law revert to the General Plan elements and zoning regulations that were in place immediately before the City's adoption of the HCPU and

 

2) Amend the General Plan Framework Element that reaffirms the City's historical interpretation and implementation that the Framework Element's monitoring policies and programs are intended to guide the community plan update process, that the Framework Element does not require, and was not intended to require, the community plans themselves to contain the same monitoring policies and programs set forth in the Framework Element, and furthermore, that the monitoring programs discussed in Saunders v. City of Los Angeles (Case No. B232415), i.e., Programs 42 and 43 are discretionary as the Saunders Court held.

LADOT & LAFD Issue Traffic Mitigation Recommendations

 

Last January 28, 2014, Tom Labonge asked City departments to study the problem of traffic congestion in Beachwood Canyon caused by the invasion of tourists and Griffith Park visitors seeking entry via Beachwood Drive.

 

I THEREFORE MOVE that LAPD, LAFD, LADOT and the Park Rangers Division in the Department of Recreation and Parks be immediately instructed to report to the City Council a thorough and detailed assessment of their understanding of the Beachwood Canyon / Hollywoodland area and the traffic and public safety challenges the neighborhood currently faces.

 

I FURTHER MOVE that these departments be instructed to provide recommendations to the City Council for remedies and solutions to these challenges.

 

On March 20, 2014 the Los Angeles Department of Transportation and Los Angeles Fire Department returned with their recommendations.

 

LADOT:

 

Based on our findings, LADOT's recommendation is to immediately post signage on the east side of Beachwood Drive, between Ledgewood and Hollyridge Drives, as "No Parking Tow Away" from 8:00 AM to 6:00 PM, to support the 8:00 AM - 6:00 PM temporary preferential parking district that the community is in the process of establishing for weekends and holidays. The Department recommends that the "No Parking Tow Away" on the east side of Beachwood Drive be posted seven days a week.

 

Furthermore, the Department also recommends that the small dirt parking lot near the Sunset Ranch, north of the terminus of Beachwood Drive, be designated as parking for stables only and restricted via an electric gate that would be operated by the stables to allow vehicular ingress and egress solely for use by their customers.

 

LAFD:

 

The short term mitigation to the Beachwood Drive traffic congestion that we came up with is to direct DOT to post the east side of Beachwood no parking from 8am to 6pm every day. We feel that dissuading public parking on Beachwood would cut down traffic congestion. DOT will take the lead in this measure.

Los Angeles Mountain Lions are wild animals and can pose a risk to people and pets. The goal of Los Angeles Animal Services is to educate the public by fostering a relationship of mutual respect between wildlife and the community so we can live together safely. Los Angeles Animal Services asks that the public please exercise caution when encountering mountain lions. The California Department of Fish & Wildlife is the primary agency for all mountain lion issues. 70% of Mountain Lion sightings turn out to be another animal such as deer, a Great Dane, a Bobcat or house cat.

Recent sightings have been reported of the radio collared Mountain lion known as P22 tracked by the National Park Service in the Hollywood Hills. Another Mountain Lion encounter with two dogs at two different locations in Tujunga, CA occurred on March 13, 2014. The second lion is not collared.

Mountain Lion Emergency for situations involving an injured lion, or a mountain lion encounter with another animal in progress, please call: 911, the California Department of Fish & Wildlife Dispatch at (951) 443-2944, then call Los Angeles Animal Services at (888) 452-7381.

Basic Non- Emergency Sightings where the animal is just passing through, call California Department of Fish & Wildlife at (951) 443-2969. The Department of Animal Services Wildlife Program may be reached at (323) 225-WILD (9453) for information on deterrents, aversion tactics, and property alteration recommendations.

A Mountain Lions primary diet is deer supplemented by rabbits and rodents. On rare occasions, they will prey upon pets and livestock. On extremely rare occasions Mountain Lions have attacked humans. Please follow the below recommendations, if you encounter a Mountain Lion.

STAYING SAFE IN MOUNTAIN LION COUNTRY: 
  • Do not feed deer; it is illegal in California and it will attract mountain lions. 
  • Deer-proof landscaping by avoiding plants that deer like to eat. 
  • Trim brush to reduce hiding places for mountain lions. 
  • Don't leave small children or pets outside unattended. 
  • Install motion-sensitive lighting around the house. 
  • Provide sturdy, covered shelters for sheep, goats, and other vulnerable animals. 
  • Don't allow pets outside when mountain lions are most active-dawn, dusk, and at night. 
  • Mountain lion attacks on humans are extremely rare. However, conflicts are increasing as California's human population expands into mountain lion habitat. 
  • Do not hike, bike, or jog alone. 
  • Avoid hiking or jogging when mountain lions are most active-dawn, dusk, and at night. 
  • Keep a close watch on small children. 
  • Do not approach a mountain lion. 
  • If you encounter a mountain lion, do not run; instead, face the animal, make noise and try to look bigger by waving your arms; throw rocks or other objects. Pick up small children. 
  • If attacked, fight back. 
  • If a mountain lion attacks a person, immediately call 911.

The Los Angeles Animal Services has a Wildlife Program, which can be reached at 323-225-9453 for information on deterrents, aversion tactics, or a property assessment to provide property alteration recommendations.

Hollyridge Trail CLOSED Totally March 25, 2014

 


Starting 3/25/14, the Hollyridge Trailhead will be closed to both vehicles AND pedestrians while a wrought iron gate is installed. There are no concrete promises for when the installation will end and the pedestrian portion of that access will once again be open. LA Times Article
