Our third campus tour of 2014 is upon us and it promises to be a great one!

  • Thursday tours are PERFECT!  Many of the wonderful Cheremoya Foundation funded programs that are offered at the school will be in full view

Draft Alquist-Priolo Hollywood Quadrangle Public Hearing


A public hearing will be held on March 13, 2014 on the Draft Alquist-Priolo Hollywood Quadrangle.

The meeting will be held in downtown Los Angeles for the convenience of local citizens, local building officials, local Certified Engineering Geologists, local attorneys, local planning officials, local elected officials, and other interested parties.

 

 

When a quadrangle is zoned under the Alquist-Priolo Earthquake Fault Zoning Act, a formal sequence of seven steps begins:

 

1. Gathering published geologic reports, collation of unpublished consulting reports (hard to ascertain the completeness of this step if no building permit was ever applied for), field checking of the fault zone by licensed Certified Engineering Geologists working for the California Geological Survey, analysis of aerial photographs, including historic photos from many decades prior to development. This comprehensive geologic work began in Summer 2013, and was active all through the Autumn 2013.

 

2. Issuance of the quadrangle in draft form, and commencement of the 90-day open review period. This occurred on January 8, 2014 at the press conference in Los Angeles.

 

3. Issuance of the Fault Evaluation Report, which is essentially the compilation of all then-known geologic information. This 35-page report was issued on February 14, 2014, with 3 accompanying plates. The authors are Janis Hernandez and Jerome Treiman, both Certified Engineering Geologists.

 

4. A formal hearing by the California State Mining and Geology Board. The Mining and Geology Board is legally separate from the California Geological Survey, and they set the policies and criteria for the Alquist-Priolo Act, the Surface Mining and Reclamation Act, and the Seismic Hazards Mapping Act.

 

5. Closure of the 90-day comment period.

 

6. In-house review of any salient written comments and perhaps new trench logs or new borehole logs. This is a chance for the state geologists to double-check their work, add any new compelling subsurface geologic information that is credible to the government, and make any changes. In reality, there are seldom any new revisions, but occasionally an extension of an active fault is warranted. In other words, sometimes the active fault grows longer or a new splay is added. The Hollywood Quadrangle is not a fault map; instead it a fault zonation map, i.e., a legal zone is created. So the zone boundaries are what legally matters, not whether or not a certain fault splay is a few feet north or south of the plotted location.

 

7. The legal map is manually signed by the State Geologist, and it becomes final and enforceable. This is scheduled on or about July 8, 2014. Copies of the new official map are legally sent to other state agencies and each city and each county that is legally within the new fault zone. These are sent out by certified U.S. Mail, so that government agencies are precluded from remonstrating that they had no idea about the new legal fault zone. This is official "service" of the legal map. Courtesy copies are also sent to federal agencies, such as the U.S. Geological Survey, and other agencies within the US Department of the Interior.

 

Several years may pass, and hypothetically new fault trenching can occur. If new fault splays outside of the legal zone are found, then the zone might be widened or extended. So changes can be made, based only on compelling new subsurface geologic data such as fault trenches, deep boreholes, or subsurface geophysics.

 

Of course, if a new earthquake occurs with active surface rupture, then the precise location of the new fault rupture is carefully plotted and a new edition of a quadrangle is released based on direct field mapping. This occurred in 1992 after the Landers Earthquake in the Mojave Desert.

 

So put March 13th on your calendar. It might be intriguing to learn who shows-up at the legal hearing on the Hollywood Quadrangle.
