Helicopter Noise Hearing - One More Reason to Attend!
A major point in getting helicopters to fly higher and thus to be less noisy to residents is the Next Generation Air Transportation System (NextGen). The FAA report released today stated "the tools being developed under NextGen will not enable helicopters to operate safely at higher altitudes in congested airspace". Once again, the FAA is back to its old saw "it would create an unsafe flying environment to raise helicopter altitudes across the entire region." This is not acceptable. The technology has caught up with the requirement and the capability could be added to NextGen to make it possible. The resident stakeholder group that participated in the FAA hearings, the Los Angeles Area Helicopter Noise Coalition (LAAHNC), of which BCNA is a member, has requested that Rep. Schiff introduce an appropriation request to add the capability to safely manage helicopter traffic at higher altitudes as a NextGen specification. "In anticipation of the NextGen air traffic control system, the system specifications must include the ability to track and manage helicopter traffic at all altitudes in the Los Angeles airspace in order to facilitate a 2,000 feet above ground level minimum elevation flight rule. This should include a rapid phase in of the following: All helicopters operating in the Los Angeles airspace must be equipped with transponders and collision avoidance systems as well as flotation devices and life vest systems for all passengers and crew when helicopters are flown over water. This will allow helicopters flying over water to fly farther from shore." If residents are ever going to end the intrusive and noisy helicopter traffic, a regulatory solution is essential. Come to the FAA hearing and voice your support for the LAAHNC!
Congressman Schiff's office tells us that the four neighborhood stakeholders on the panel will be:
