Peace on Sunday - It's YOUR Right!

Many in our canyon do not realize that there is a law against construction noise on Sunday! The Police are the enforcement agency so, if you are hearing construction on Sunday, call (and ask your neighbors to call) 877-ASK-LAPD and report this. In a recent episode, several neighbors got on the phone and Hollywood Police patrol came to the site and ordered the workers to stop. They even came back around shortly afterward to make certain that they had not resumed their work.

The following is a list of Los Angeles Municipal Code (LAMC) sections of the Noise Ordinance and a summary of the elements that constitute a violation:

41.40 LAMC- Construction Noise

  • Engaging in construction, repair, or excavation work with any construction type device, or job-site delivering of construction materials without a Police Commission permit;
  • Between the hours of 9:00 p.m. and 7:00 a.m.;
  • In any residential zone, or within 500 feet of land so occupied, before 8:00 a.m. or after 6:00 p.m. on any Saturday, nor at any time on any Sunday;
  • In a manner as to disturb the peace and quiet of neighboring residents or any reasonable person of normal sensitiveness residing in the area.

The Police Department is responsible for the enforcement of Noise Ordinance violations involving people--generated or controlled noises--which are considered disturbances of the peace.

Do you have a construction job near your home? Most of us do. If so, make sure they are complying with the noise ordinance and also the following:

"all residential construction projects will be required to post large placards describing the work being done and listing the building permit number,the names and phone numbers of the contractor and the property owner, and the toll-free number residents can call to report illegal building activity..."

If there is no such placard posted, please call 3-1-1 and tell them that you need to file a complaint with Building and Safety. It's easy and you can do this anonymously.

Poison in the Food Chain - Wildlife Endangered

The following information comes from the Griffith Reporter, the newsletter of Friends of Griffith Park (Winter 2012 issue).

"Since time immemorial, Griffith Park's predators have subsisted on mice, rats, and ground squirrels. The difference today is that their prey may be laced with lethal poisons. Mammals at risk are bobcats, coyotes and grey fox. Carnivorous birds like owls and hawks are also susceptible, as are prey-eating aquatic species like the Great Blue Heron that patrol for gophers in picnic areas near the river."

UCLA biology student, Christine Danner.

They recommend using earth-friendly ways to combat household pests like:

1) Old fashioned, wood-based "snap trap" rat traps. "From human experience, we know that death by rodenticide is particularly painful and can infer that an animal's death is also agonizing - some would say, needlessly cruel. Using a snap trap is more humane." They suggest that you don't bait the trap initially but rather, allow the rodent to get used to the trap's presence. After a day or two, bait with chunky peanut butter.

2) Electronic trap: a rodent enters and is shocked into immediate cardiac arrest. These traps are a bit more expensive but the baiting, removal of dead rat and monitoring are simple.

3) Call a professional. Be sure to tell them that eradication cannot involve anticoagulant rodenticides and must be safe for pets, children, wildlife and the environment.
