Contraband Cell Phones 

  

 

According to this report from the Los Angeles Times, the Federal Communications Commission has officially proposed new rules that would lower interstate pay-phone rates for prisoners and their families, an issue it has been considering for nine years.  The agency said it is proposing rate caps, eliminating per-call fees, and other changes that would lower the costs of keeping in touch for inmates.

An article in On The Line, a publication of the American Correctional Association (ACA) describes the "No Cells in Cells Coalition" which recently met at ACA headquarters.  The group discussed the problem of contraband cell phones and possible solutions.

  

 

Electronic Monitoring

A Massachusetts man on GPS monitoring as a condition of pretrial release for a drug offense has been charged with murder and armed robbery.  This report appearing online at Boston.com indicates that the GPS monitoring device placed him at the scene of the murder.

  

 

  

A North Carolina man on GPS monitoring as a condition of pretrial release has been convicted and sentenced on new charges of breaking and entering and larceny.  According to News14, the Charlotte-Mecklenburg Police Department (CMPD) was able to place the man at the scene of the crimes based on the GPS location data.  CMPD has used GPS monitoring data to solve 85 felony crimes.

There have been a number of recent reports which indicate an increasing interest in using GPS monitoring with arsonists. This Salem News article describes a case in Massachusetts in which an offender has been ordered to wear a GPS monitor after he confessed to a number of probation violations.

According to this article appearing in the Journal-Sentinel, Wisconsin's Governor supports the use of GPS monitoring for domestic violence offenders and may include funding in next year's budget.

Michigan Live reports that the Kent County Jail expansion includes a number of enhancements such as a full body scanner which has already been successful in detecting attempted smuggling of contraband.
