Sharon Phelps, RN, joins our HTS staff!
 

HTS is pleased to announce the addition of Sharon Phelps, RN, to our team as a Practice Transformation Lead.

 

Sharon will be working closely with the Quality Improvement Organization (QIO) division of Mountain Pacific Quality Health Foundation to provide outreach, education, knowledge, and support for selected tasks which affect both HTS and the QIO. This will include task B4 (Improving prevention coordination through meaningful use of HIT and collaborating with the RECs) and task D1 (Quality improvement through value-based payment, quality reporting, and the physician feedback reporting program).

 

As Meaningful Use moves towards the Stage 3 goal of Improved Outcomes and value based payments become a reality, using the functionality of a Certified Electronic Health Record Technology (CERHT) to improve performance of quality measures becomes imperative!

CMS Announces July 2015 Transition from IACS to EIDM

  
Existing PQRS IACS users, their data, and roles will be moved from the CMS IACS to EIDM in July. 
 
They will be accessible from the PQRS Portal portion of the CMS Enterprise Portal.

 

 

New Toolkit to Support and Advance Your EHR Quality Outcomes!

  
HTS, in collaboration with MT DPHHS has created a toolkit to help clinics and hospitals leverage the functionality and data in their EHRs to support and advance quality outcomes. This toolkit will help facilitate the move toward payment reform strategies while aligning and reducing the administration of quality reporting.
 
We are looking for facilities interested in being recruited for our pilot project.  Please contact HTS for more information.

TopOneWill the ICD 10 implementation really happen this October?

 

Lawmakers are introducing new bills that may affect the schedule. U.S. Rep. Diane Black, R-Tennessee introduced bill, H.R. 2247 which asks for a transition period of 18 months, where no claims will be denied due to coding errors. Ted Poe, R-Texas proposed H.R. 2126 on April 30, but the 3 page bill was not posted until a week later. The bill seeks to prohibit HHS from forcing the ICD-10 implementation and requests further study of the disruption facing providers and organizations while replacing ICD-9.

 

There is very little confidence that either of these bills will make it through committees.

 

HTS recommends that you continue with your ICD-10 implementation and testing.

TopTwoIs getting data from your EHR frustrating or even impossible?

 

Now that EHRs are in mainstream use, there is ever increasing concern about the ability to get data from systems for activities beyond reporting meaningful use, such as internal quality improvement projects. The following can be helpful in beginning to resolve the reporting issue:

 

  • Leadership (CEO, CFO, COO, etc) need to understand what report functionality was purchased and that MORE functionality may need to acquired in order to leverage data being input to the EHR. For example, you may have purchased the reporting necessary for Meaningful Use, but did not purchase an internal report writer functionality that allows for customized reports to enable your quality coordinator to better perform their job.
  • Report training specific to your EHR vendor is pertinent for quality coordinators, nursing leadership and IT staff alike.
  • Security access to report writing may need to be expanded beyond IT or high level administrators.

TopThreeWhat is the scoop on the proposed MU changes for 2015?

 

The NPRM (new proposed rule making) for Meaningful Use changes for 2015 is still in the public commenting period, which ends 6/15/2015.   HTS will schedule a public webinar once the NPRM is approved and present all the final details and the steps you will need to meet MU according to the final rules.  

 

In the meantime we encourage you to continue working on your 2015 MU process, as it is currently identified. Following is a high level overview of what changes are being proposed for 2015.

 

  • 2015 will be a 90 day MU Reporting period (not tied to a calendar quarter). EHs have the option to do fiscal year or calendar year.
  • Reduce the number of meaningful use objectives to improve advanced use of EHRs (removal of core/menu approach).
  • Remove redundant measures and those that have become widely adopted (demographics, smoking, patient reminders, etc.).
  • Lessen the following for Stage 2 -
    • Patient Portal - Measure 2 (patients who VDT) from 5% to greater than 1
    • EP - Secure - from 5% to a yes/no measure
  • Move criteria from menu to core for Stage 1 -
    • EH - eRX from menu to core
    • EH - Patient Education from menu to core
    • EH - Medication Reconciliation from menu to core
  • No changes to CQM reporting - must do 2014 regulations
  • Delay of Stage 3 to 2017 (optional) 2018 required for all
  • No 2015 attestations until January 2016

The HHS Office of the National Coordinator for Health Information Technology (ONC) released Version 2.0 of their Guide to Privacy and Security of Electronic Health Information.  

 

In the updated Guide, you will find practical scenarios that explain when a business associate (BA) relationship forms along with suggested questions health care providers may want to ask their health IT product developers and a seven-step approach for implementing a security management process.

TopFiveWhat is the deadline for registering for PQRS if reporting as a group? 

  

June 30, 2015 is the deadline for registering for PQRS as a group.

 

Groups can register to participate in the 2015 PQRS GPRO via the Physician Value-Physician Quality Reporting System (PV-PQRS) Registration System between April 1, 2015 and June 30, 2015 (11:59 pm EDT).  The Registration System can be accessed at the CMS Portal  using a valid Individuals Authorized Access to the CMS Computer Services (IACS) account.  Your facility may already have a Security Official for this system, and you may call QualityNet to confirm.

  

Start your registration process NOW since a new IACS account may take some time to verify and set up. Please see the PQRS GPRO instructions on how to obtain an IACS account and information on the Group Reporting Option.

 

A "group" or "group practice" is defined as a single Medicare-billing Taxpayer Identification Number (TIN) with 2 or more individual eligible professionals (EPs) (as identified by their individual National Provider Identifier (NPI)) who have reassigned their billing rights to the TIN.

 

Note: June 30, 2015 is a very key date and is the deadline...

  1. to register to participate as a group,
  2. to cancel if you decide not to participate as a group, and
  3. to determine which method of reporting that will be used for submitting your PQRS data.
