HTS Awarded Extension by ONC!
  

Health Technology Services, the MT/WY Regional Extension Center (REC) is celebrating an extension awarded by the Office of the National Coordinator (ONC) to continue our work to help providers and hospitals adopt EHRs and attest to Meaningful Use.

 

ONC granted a second extension through April 5, 2016, allowing HTS to continue providing subsidized HIT/MU assistance to providers, critical access hospitals, and healthcare facilities in rural and underserved populations who have not met Stage 1 of Meaningful Use.

 

Under the ONC agreement, awarded in 2010, HTS has helped over 1300 PPCPs and specialists and 48 CAHs throughout Montana and Wyoming implement certified Electronic Health Record technology and reach Meaningful Use.

  

With this newly announced extension, we are proud to continue our services to assist providers and hospitals reach Meaningful Use and to provide ongoing EHR optimization and utilization services to organizations and healthcare facilities throughout Montana and Wyoming.

TopOneHow would the New Proposed Ruling affect me if I'm reporting MU in 2015?

 

On April 10, 2015, CMS released a proposed rule that would shorten Medicare and Medicaid meaningful use attestation for eligible professionals and hospitals to a 90-day reporting period for 2015.

  

The highlights of the proposed rule are:

  • Realign the reporting period starting in 2015 to allow hospitals to participate on the calendar year instead of the current fiscal year period
  • Reduce the number of meaningful use objectives to improve advanced use of EHRs
  • Remove redundant measures and those that have become widely adopted (Healthcare IT News, 4/10/15).
    • Potentially reduce the view, download, transmit requirement from 5% of eligible providers' patients to just one patient (Modern Healthcare, 4/10/15).

Proposed reporting period changes are:

  • In 2015 and 2016, new meaningful use participants would be allowed to attest for any 90-day period within the calendar year
  • For 2015 only, all eligible providers would be allowed to attest for any 90-day period within the calendar year regardless of their previous participation
  • For 2015 only, all eligible hospitals and critical access hospitals would be allowed to attest for any 90-day period between Oct. 1, 2014, and Dec. 31, 2015, regardless of their previous participation
  • For 2016, all eligible professionals, eligible hospitals and critical access hospitals who are first-time attesters would be allowed to attest for any 90-day period within the calendar year, while returning participants would use a full calendar year reporting period
  • For 2017, all providers, regardless of their previous participation, would use a full calendar year reporting period as proposed in the Stage 3 proposed rule (Becker's Health IT & CIO Review, 4/10/15).

Please remember this is still a PROPOSED ruling change.  The comment period will end 60 days after Federal Register publication (published on April 15, 2015). This would mean a final rule would not be published until potentially July 2015.

It is not too early to prepare for Meaningful Use in 2015.  Ensure your Provider Enrollment in PECOS Now!

 

Unfortunately, some providers were not able to attest in 2014 Meaningful Use due to alerts regarding inactive accounts or informational errors in the Medicare Provider Enrollment, Chain and Ownership System (PECOS) when in CMS EHR Registration.  Fixing these errors in PECOS can be a long process and take several weeks for approval.

 

Prepare your providers in PECOS now, and check registration in CMS EHR far in advance to attestations deadlines.

TopThreeIs it true that multi-year Meaningful Use audits are coming?

 

The Office of Audit Services of the Office of Inspector General (OIG) announced that multi-year meaningful use audits are coming soon. The OIG announced a "random sample" of audits are to be performed nationwide. Some of the audits may be focused on specific MU measures, like the annual requirement for performance or review of a Security Risk Assessment.

 

Until recently, an audit only put a specific attestation at risk, but this will not always be the case going forward. You may get an OIG MU audit request for your provider for proof on their claimed Public Health exclusions or the presence of that Risk Analysis for the past 4 years. The financial risk to a practice can suddenly become a multiple of what is was a few short months ago.

 

Now is a good time to review all those past attestations and make sure your MU documentation is complete.

TopFourWhy are healthcare organizations failing MU audits? 

 

Healthcare organizations are failing MU audits due to lack of compliant security risk analysis.  Here's what your organization needs to do to pass your MU audit.

  • Stage 1 Core Objective.  Protect electronic health information created or maintained by the certified EHR technology through the implementation of appropriate technical capabilities.
  • Compliance Measure.  Conduct or review a security risk analysis in accordance with the requirements under HIPAA Security Rule and implement security updates as necessary.
  • Stage 2 Core Objective.  Protect electronic health information created or maintained by the certified EHR technology through the implementation of appropriate technical capabilities.
  • Compliance Measure.  Conduct or review a security risk analysis in accordance with the requirements, including addressing the encryption/security of data stored in CEHRT, and implement security updates as necessary and correct identified security deficiencies as part of the provider's risk management process.

TopFiveWill the Value Modifier program Affect My Payments in 2017 if I do not report PQRS in 2015? 

  

Yes - the Value Modifier Program may affect your payments in 2017 if you do not report PQRS in 2015. The Value Modifier provides for differential payment to a physician or group of physicians under the Medicare Physician Fee Schedule (PFS) based upon the quality of care furnished compared to the cost of care during a performance period.

 

In calendar year 2017, Medicare will apply the Value Modifier to physician payments under the Medicare PFS for physician solo practitioners and physicians in groups of 2 or more EPs.

 

In order to be eligible for upward, downward, or neutral payment adjustments under the Value Modifier quality-tiering methodology and to avoid an automatic negative two percent ("-2.0%") (for physician groups with between 2 to 9 EPs and physician solo practitioners) or negative four percent ("-4.0%") (for physician groups with 10 or more EPs) Value Modifier payment adjustment in CY 2017, EPs in groups and solo practitioners MUST participate in the PQRS and satisfy reporting requirements as a group or as individuals in CY 2015.
