CMS Basic Health Program Funding Methodology Proposed Notice

October 24, 2014

 

CMS proposed a notice establishing the methodology for determining federal funding for the Basic Health Program in program year 2016.

 

This voluntary program enables states to create a health benefits program for residents with incomes that are too high to qualify for Medicaid through Medicaid expansion in the Affordable Care Act, but are in the lower income bracket to be eligible to purchase coverage through the Marketplace.

    Extended CMS Deadline for Hardship Exceptions is November 30, 2014
CMS reopened the submission period for hardship exception applications with a deadline of November 30, 2014 for eligible professionals and eligible hospitals to avoid the 2015 Medicare payment adjustments for not demonstrating meaningful use of Certified Electronic Health Record Technology (CEHRT).
  
Previously, the hardship exception application deadline was April 1, 2014 for eligible hospitals and July 1, 2014 for eligible professionals.

$850 Million CMS Initiative Will Fund Clinical Practice 'Transformation'

A new initiative announced by the US Centers for Medicare and Medicaid Services (CMS) will offer $850 million in funding to provider networks, professional associations, and other organizations that are providing education and training in the transition to value-based health care.

 

The Transforming Clinical Practice Initiative unveiled by the CMS Innovation Center is a 4-year project that aims to "support clinician practice through nationwide, collaborative, and peer-based learning networks that facilitate practice transformation," according to a CMS fact sheet.

 

Funding will be awarded in 2 general areas: Practice Transformation Networks (PTN) that involve peer-to-peer learning, and Support and Alignment Networks (SAN) that involve learning opportunities created by professional associations, societies, and other organizations.

Need More Information and Resources on the 2014 CEHRT Flexibility Rule?
Question:  What if a provider has a 2014 Edition CEHRT but is not able to do the second measure of the Summary of Care objective due to lack of recipients with 2014 Edition CEHRT?
  
Answer:  CMS believes a limited exception is warranted for providers who could not meet the threshold for the Stage 2 Summary of Care measure because the recipients of the transitions or referrals were impacted by issues related to 2014 Edition CEHRT availability delays, and therefore could not implement the functionality required to receive the electronic Summary of Care document.
  
A referring provider under this circumstance may attest to the 2014 Stage 2 objectives and measures for the EHR reporting period in 2014.
  
The referring provider must retain documentation clearly demonstrating that they were unable to meet the 10% threshold for the measure to provide an electronic summary of care document for a transition or referral for the reasons previously stated.

CMS FAQ on Security Risk Assessment Timing
  
In Stage 2, in addition to meeting the same security risk analysis requirements as Stage 1, eligible providers and hospitals will also need to address the encryption and security of data stored in the certified EHR Technology (CEHRT).
  
These steps may be completed outside of the EHR reporting period timeframe but must take place no earlier than the start of the reporting year and end of the reporting year.  For example, an eligible provider who is reporting meaningful use for a 90-day EHR reporting period may complete the appropriate security risk analysis requirements outside of this 90-day period as long as it is completed no earlier than January 1st and no later than December 31st of the EHR reporting year.
