Congressional Hearing Discusses Potential Height Act Changes
On December 2, Executive Director Marcel Acosta and DC Office of Planning Director Harriet Tregoning testified at the U.S. House Committee on Oversight and Government Reform hearing on “Changes to The Height Act: Shaping Washington, D.C. for the Future, Part II.” Both reiterated that penthouse occupancy was an area of consensus.
The NCPC Report and Final Recommendations reaffirm the Height Act’s importance and the federal government’s enduring stewardship role in the form and character of the nation’s capital. It also reflects the Commission’s recommendations for minimal changes to the Height Act.
The Height Act study was a great opportunity to discuss the image and form of our capital city. Public and stakeholder engagement was fundamental to the development of the Height Master Plan. Thanks to everyone who participated and provided feedback. |

As part of the SW Ecodistrict Initiative, NCPC and its local and federal partners are developing concepts to improve connections along 10th Street between Independence Avenue, Banneker Park and the Southwest waterfront.
If you missed the meeting or want a recap, watch the video overview of the design concepts presented at the December 4 public meeting. We’re accepting public comments through December 31, so let us know what you think! Design concepts for 10th Street and an interim connection at Banneker Overlook will be presented to the Commission on January 9. |

| December Commission Meeting Recap
At its December 5 meeting the Commission reviewed preliminary site and building plans for a proposed streetcar barn and training center to serve the H Street/Benning Road portion of the DC Streetcar system. Several residents voiced concerns regarding environmental impacts, the project location, and coordination with the community. The Commission requested that the final design of this project be submitted in conjunction with the overall streetcar system plan.
Tentative items on the January 9 Commission agenda include the Old Post Office Pavilion and information presentations on the overall DC Streetcar System Plan and the Naval Observatory Lighting Study. |
