Hello!

 

Isn't the Pacific Northwest hard to beat when it's sunny? And, speaking of sunny, the Regional Conference was held in Spokane last month at the historic Davenport Hotel. The programs covered not only technical topics but also some excellent seminars focusing on professional development. The Hawaiian delegation brought amazing entertainment in the form of Hawaiian dancers, much to the delight of mainlanders. Besides being a well organized and interesting conference, the location was spectacular! A tour of the hotel gave the full history of the evolution from chic to shabby and back to chic. Stop by when you're in Spokane for a quick step back in time.

 

I'm pleased to report that the committee chairs and Board Members are all on task and working to provide interesting programs and events for the coming year.   And YOU are always welcome to add your ideas, insight and wisdom - please. We all benefit when there is an open exchange of thoughts and information - it IS a benefit of belonging to CSI.

 

Speaking of belonging, please mark your calendars for August 9th. That is the CHAPTER ENGAGEMENT BLAST-OFF! We will be charting the course for the year and looking at new ideas and opportunities so we can head into fall with some 'plans', 'specs' and a 'notice to proceed' to build a better Puget Sound Chapter of CSI!

Well, we want to hear your questions and suggestions at our CHAPTER ENGAGEMENT BLAST-OFF meeting on August 9th. It will be held in the 4th Floor Conference Room at 603 Stewart Avenue, 1PM-5PM. Be there. Get ENGAGED!

Hello, CSI members. I have taken over as chair of the Communications Committee, as my predecessor Beth Stroshane has moved on to President Elect. Last month you may have noticed that we rolled out a refreshed, cleaner version of the Spectrum. The content and general format is the same; just different graphics. So, how about that content? This year we will strive to publish more technical articles (if we don't, how will anyone in 30 years from now be able to continue our awesome "What Happened Then" segment?) If you would like to contribute, or know someone who would, please let us know. Is there anything else missing from the Spectrum? We'd love to hear your ideas!

What Happened Then

The CSI Puget Sound Chapter has been publishing amazing technical information for decades. In our fast moving world it is amazing how much some things change, and how much others remain the same. The following article was first published in January 1982, Volume 24 Spectrum (and reproduced here with typos and misspellings). Equal Is Just Another Five Letter Word

Specification writers and architects are asked to approve various products not previously specified for a project. If you haven't been, you will be. My purpose is to give a few reminders to those that have and provide information to those that haven't.

 

Most requests for approval of substitute materials represent an advantage for someone, generally not the owner. The value represented in the advantage is money. Be certain materials submitted for approval are presented properly, in accordance with your general conditions.

The following questions will provide some insight to the situation.

Do your general conditions include a way of dealing with "equal" products?

  1. Do your general conditions include a way of dealing with "equal" products?
  2. Do they require "equal" products to be presented prior to bid opening?
  3. If not, what?
  4. Do your specifications list product and/or "equal" with nothing about "equals" in the general conditions?
  5. Do you adhere to what the general conditions call for when the contract asks for approval of an "equal" shortly before the products are used on the project?
  6. Do you require certification of compliance with Industry Standards?
  7. Do you ask for and receive accurate unit costs, F.O.B. jobsite?
  8. Do you then call the local representative and/or distributor of product specified? For F.O.B. prices on specified product? For availability of product specified when contractor tells you the specified product is not available? For their opinion of product submitted for approval?
  9. Do you ask for accounting of costs? Differential between product specified and product submitted for approval? Is there a credit due the owner?
  10. DO YOU BACK UP YOUR SPECIFICATIONS?

Answering these questions will give you a better understanding of what can be done. This is your project. You and your company designed it; drew the plans, wrote the specifications. Only to have someone outside your company, project, tell you you haven't done your job well. Please tell those who would redesign your project and/or re-write the specifications, they can take responsibility and use any product they choose. However until then please be kind enough to make the decisions.

 

This is not to say that all requests for approvals of substitute products are not legitimate. Quite the contrary. Those presented properly with information required, available stocks, appropriately priced with equal quality of specified product; don't hesitate, approve the product. It may be Upco product or a Granwood Flooring.

 

As previously mentioned money is generally the advantage in a substitution. The dollar variables seldom find their way back into the owner's pocket. Change orders and extra costs are their lot. Back up your specifications with their required products. Do it for the owner.
