Beware of Potentially Lethal Heroin Laced with Animal Sedative
An urgent warning has been issued for Pennsylvania residents and first responders. A new type of heroin laced with the drug carfentanil is causing overdoses and deaths in neighboring states and might soon be circulating in the commonwealth.
The Department of Health recommends that first responders and health professionals who treat an individual suspected of taking the drug, or encounter the drug itself, should use extreme caution. Carfentanil is absorbed through skin contact, inhalation, oral exposure, or ingestion, which may lead to an accidental drug poisoning. First responders are urged to utilize appropriate personal protective equipment when treating known or suspected heroin overdoses.
Carfentanil, commonly used as a tranquilizer for large animals, such as elephants, is one of the most potent opioids in existence. It is 10,000 times stronger than morphine and 100 times more powerful than fentanyl. Carfentanil can slow breathing significantly. It is unsafe for human use, and even a very small dose can be lethal. The chances of overdose death are very high.
Since carfentanil is not meant for human consumption, no studies exist to help identify the effectiveness of Naloxone to reverse the effects of this drug.
In 2015, more than 3,500 Pennsylvanians died from a drug overdose. Heroin and opioid overdose are the leading cause of accidental death in Pennsylvania.

A Commonwealth Crisis: Combatting Heroin and Opioid Abuse in PA is a telephone town hall series which allows you to hear and question a panel of experts. Understanding the New DOL Overtime Regulations
Are you ready for the new overtime changes? Is your agency in compliance? Still have questions regarding the new overtime rule? If so, please join us on Monday, September 19, 10 a.m. to 2 p.m. at the CCAP office in Harrisburg to get a better understanding of how this rule will impact your organization and your employees.
Our main speaker, Jane E'del, Community Outreach and Resource Planning Specialist and former Senior Wage and Hour Investigator will present an overview of: the upcoming salary-level changes under the Overtime Final Rule, the importance of the duties tests for exemptions and common FLSA errors revealed in investigations. The Wage and Hour Division of the US DOL enforces overtime compliance.
This training is designed to assist county and private contracting agencies to meet the requirements for the December 1 deadline.

Safe Crisis Management Recertification on October 26
The Juvenile Detention Centers and Aternative Program (JDCAP) and JKM Training will present recertification training for Safe Crisis Management on Wednesday, October 26, from 8:30 a.m. to 3:30 p.m., at the CCAP offices in Harrisburg.
The training is designed to address the needs of Detention and Shelter Programs and Juvenile Justice Providers. Attendees must complete the prerequisite online training. Registration is limited. Visit here for more information.
