Counties Release Behavioral Task Force Report
For counties, one of the greatest challenges facing their corrections systems is the fast-growing population of inmates with mental illness and untreated or undertreated substance abuse issues.
Building on several years' priority work, CCAP members created a Comprehensive Behavioral Health Task Force to study causes, consider best practices, provide education for counties, identify barriers and ultimately develop a plan and recommendations. 2016 Act 13 Funding for At-Risk Bridges, Conservation Districts
At its July 27 meeting, the State Conservation Commission approved the FY 2016-2017 distributions of impact fee funding to conservation districts under Act 13 of 2012.
In addition, the payment to counties for at-risk bridges pursuant to Act 13 was made by PennDOT on August 15. Spreadsheets outlining the breakdown of funding by county are available on CCAP's Shale Gas/Act 13 Analysis and Resources page.

Open Data Pennsylvania recently was launched to create a central repository to share the Commonwealth's data with the public in open, machine readable formats.
The goal is to make data available in order to measure government performance, engage citizens, create economic opportunities, and develop innovative policy solutions. Visit OpenDataPA for more information.

PILOT Riparian Forested Buffer Program Launched
The Department of Conservation and Natural Resources recently launched the PILOT Riparian Forested Buffer Program to provide reimbursable grants to local governments, non-profits and educational organizations to identify locations in need of riparian forested buffers and to design, establish, monitor and maintain those buffers.
Applicants are encouraged to include mutifunctional buffers in their project proposal. The application period will be open from August 1 to September 15, 2016. Visit here for more information.

The Department of Drug and Alcohol Programs continues to collect data regarding local police overdose reversals.
Local police departments have reported 1341 reversals overall. This map shows the number of successful overdose reversals per county, as well as counties where there are no local police departments carrying the life saving drug.

The Pennsylvania Gaming Control Board has launched a multi-faceted public service campaign titled What's Really At Stake? designed to raise awareness among youth that it is illegal to gain access to a casino floor in Pennsylvania under the age of 21, convey the numerous consequences of underage gambling, and demonstrate the link between underage gambling and other negative behaviors.
All funding for the campaign is derived from confiscated winnings of voluntary or involuntary excluded patrons who illegally entered a Pennsylvania casino, gained winnings, and were caught in the facility.

On September 7th, Esri will begin their free "The Location Advantage" MOOC (Massive Open Online Course). This six-week course includes hands-on exercises, video lectures, quizzes, case studies and discussions to teach participants how lifestyle and demographic data along with location analytics can help counties make better decisions, decrease costs and manage risks. GIS experience not required.

PDDC Grant Writing Workshops
The Pennsylvania Developmental Disabilities Council will hold grant writing workshops at multiple locations from September 7 to 28.
The 2016 RFP book release will announce project funding opportunities for grants related to: employment, rural transportation and resources, education, advocacy, the school for prison pipeline, fitness, generic technology, stigma, veterans, peer support and more.

Archives and Records Management Seminar on October 17
Pennsylvania State Archives will present Archives and Records Management onsite in Harrisburg and online October 17, 2016. Simultaneous airing as a webinar is new this year.
Sessions include "Keeping the Bytes Alive: New Policies Regarding Retention of Permanent and Long-Term Electronic Records," and "Archival Basics for Historical Repositories and Local Governments."

Personnel/Labor Relations and Financial Management Workshops
The County Commissioners Association of Pennsylvania (CCAP) and the CCAP Academy for Excellence in County Government is pleased to announce two workshops being held at the Ramada Conference Center in State College, PA.
On Thursday, September 15, join us for the "Personnel and Labor Relations," and on Friday, September 16, "Financial Management."
The workshops are open to all county officials and staff. Associate members and other CCAP vendors are also invited to attend. Registered Academy participants may attend at no cost. The costs for non-Academy participants (CCAP members) vary. Other fees may apply for Academy graduates, associate members and other vendors. There is a multi-day discount available. The workshop fee includes refreshment breaks, lunch, and session materials on each day.
