CCAP Announces 2017 Officers
The County Commissioners Association of Pennsylvania elected Harlan Shober Washington County commissioner, as the 2017 president of the Association during its 130th Annual Conference in Carbon County, Pennsylvania.
Other county officials elected to be leaders of the Association include Dennis Stuckey, Lancaster County commissioner, first vice president; Kathi Cozzone, Chester County commissioner, second vice president; and Michelle Kichline, Chester County commissioner, treasurer.
Elected as district representatives to the CCAP Board were: District 1 Representative Basil Huffman, Forest County commissioner; District 2 Representative Dan Vogler, Lawrence County commissioner; District 3 Representative Randy Phiel, Adams County commissioner; District 4 Representative Preston Boop, Union County commissioner; District 5 Representative, Terence Farrell, Chester County commissioner; District 6 Representative Peg Ferraro, Northampton County council member; and District 7 Representative Daryl Miller, Bradford County commissioner.
Those elected will begin their terms on January 1, 2017.

CCAP Honors Outstanding County Leaders
At its recent Annual Conference, CCAP bestowed its highest honors on several county leaders and others who have enhanced the well-being of counties and residents.
Jeff Haste, Dauphin County commissioner and Wayne Nothstein, Carbon County commissioner shared the 2016 Outstanding Commissioner of the Year Award.
CCAP President Bob Thomas, Franklin County commissioner presented George Hartwick III, Dauphin County commissioner, with the Special Presidential Award.
Mark Rupsis, Chester County, received the Outstanding Chief Clerk Award. Tioga County's Raymond "Terry" Ginn, Jr. was presented the Outstanding Solicitor of the Year Award, and Sam Worley received the Friend of County Government Award, the highest honor given to a non-member.
The Outstanding Affiliate of the Year Award was given to William D'Amico, Administrator of Fair Acres Nursing Facility in Delaware County. Adams County and Allegheny County shared the Excellence in Website Design Award. Visit the CCAP website for more information.

Historic County Courthouse Videos to Air on PCN
CCAP and PCNTV once again will present Historic County Courthouses. The schedule of airings includes: Venango County, Thursday, August 18, 7 p.m. and Saturday, August 20, 2 p.m.; Lycoming County, Thursday, August 25, 7 p.m. and Saturday, August 27, 2 p.m.; Somerset County, Thursday, September 1, 7 p.m. and Saturday, September 3, 2 p.m., Forest County, Thursday, September 8, 7 p.m. and Saturday, September 10, 2 p.m.; and Monroe County, Thursday, September 15, 7 p.m. and Saturday, September 17, 2 p.m.
Additionally, PCN will run a mini-marathon of some formerly produced courthouse videos on Friday, August 12, from 7 to 11:30 p.m. In order of appearance are Washington County, Berks County, Franklin County, Wyoming County, Centre County, Cumberland County, Lackawanna County, Warren County and Cambria County.

2016 Human Trafficking Symposium - September 28
The specific focus of the conference will be on child and adult sex trafficking and how federal, state and local authorities and non-profit organizations in Pennsylvania are collaborating to address this important issue in their communities. Registration deadline is September 22.

Riparian Forested Buffer Grant Program
The Department of Conservation and Natural Resources has launched a riparian forested buffer pilot program to provide financial assistance in the form of reimbursable grants to local governments, non-profits and educational organizations to identify areas in need of riparian forested buffers, and to design, establish, monitor and maintain those buffers.
Funding will be provided to applicants on a competitive basis with a minimum grant award of $50,000 and a 50/50 match requirement.

FASD Day Approaching
September 9 is International Fetal Alcohol Spectrum Disorder (FASD) Day with September dedicated as FASD month.
The Pennsylvania FASD Task Force asks every agency, organization and individual to raise awareness of an issue that can create lifelong disability for babies born with FASD. Learn more at fasday.com or cdc.gov.

Personnel/Labor Relations and Financial Management Workshops
The County Commissioners Association of Pennsylvania (CCAP) and the CCAP Academy for Excellence in County Government is pleased to announce two workshops being held September 15 and 16 at the Ramada Conference Center in State College, PA.
On Thursday, September 15, 9:30 a.m. to 3:30 p.m, join us for the "Personnel and Labor Relations" session. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Personnel and Labor Relations core/required course upon their full participation at the event. The course also has been approved for five CLE credits with the Pennsylvania Continuing Legal Education Board.
Friday, September 16, 9 a.m. to 3 p.m., features the "Financial Management" session. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Financial Management core/required course upon their full participation at the event.
The workshops are open to all county officials and staff. Associate members and other CCAP vendors are also invited to attend. Registered Academy participants may attend at no cost. The costs for non-Academy participants (CCAP members) vary. Other fees may apply for Academy graduates, associate members and other vendors. There is a multi-day discount available. The workshop fee includes refreshment breaks, lunch, and session materials on each day.
