FY 2016-2017 Budget Materials Available
CCAP has completed an analysis of the final FY 2016-2017 budget that became law on July 11, including a summary of other related amendments to the Human Services Code, Fiscal Code and Tax Reform Code. Personnel/Labor Relations and Financial Management Workshops
The County Commissioners Association of Pennsylvania (CCAP) and the CCAP Academy for Excellence in County Government is pleased to announce two workshops being held September 15 and 16 at the Ramada Conference Center in State College, PA.
On Thursday, September 15, join us for the "Personnel and Labor Relations" session with speaker Christopher Gabriel, Attorney at Law, Campbell Durrant Beatty Palombo & Miller, P.C. Topics of discussion include: fundamentals of public sector bargaining; managing requests for medical leave; handling employees who are absent due to medical issues; fundamentals of employee discipline for counties; and, more. This course is scheduled from 9:30 a.m. until 3:30 p.m. with lunch included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Personnel and Labor Relations core/required course upon their full participation at the event. The course also has been approved for five CLE credits with the Pennsylvania Continuing Legal Education Board.
Friday, September 16 features the "Financial Management" session with speakers John Molloy, CFA, Managing Director, PFM; Brian Sanker, Senior Managing Consultant, PFM; Carolyn Barth Sylvan, Senior Managing Consultant, PFM; and, Seth Williams, Senior Managing Consultant, PFM. Topics of discussion include: economic update; infrastructure financing trends; challenges and opportunities in child welfare finance; the budget case for criminal justice systems reviews; employee retirement plans; and, rising interest rate environments. The course will run from 9 a.m. to 3 p.m. with lunch included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Financial Management core/required course upon their full participation at the event.
The workshops are open to all county officials and staff. Associate members and other CCAP vendors are also invited to attend. Registered Academy participants may attend at no cost. The costs for non-Academy participants (CCAP members) vary. Other fees may apply for Academy graduates, associate members and other vendors. There is a multi-day discount available. The workshop fee includes refreshment breaks, lunch, and session materials on each day.

Juvenile Justice Service Providers Training
Juvenile Detention Centers and Alternative Programs (JDCAP), an affiliate of CCAP, is again hosting a five-day Training for Trainers designed to introduce 10 new National Partnership for Juvenile Services training curricula while also focusing upon ensuring trainer's consistency of instructional techniques and enhancing their quality of instruction.
The training is scheduled for August 15-19, 2016, Monday to Thursday, 8:30 a.m. to 4 p.m., and Friday 8:30 a.m. to 12 noon at the County Commissioners Association of Pennsylvania in Harrisburg.
JDCAP members are eligible for the member discount.

DEP Releases New GIS Application
The Department of Environmental Protection (DEP) recently released an updated version of a GIS application that allows users to learn information and download reports about oil and gas wells in Pennsylvania.
Users can locate wells by searching based on the permit number, or specific address, county, latitude and longitude, municipality or zip code. In addition to being able to view the location of oil and gas wells, users can also access specific information about each well, including inspection, violation, and enforcement information as well as production data.
Additionally, users can access and view a number of documents associated with those wells, including well permit applications, well permits, inspection reports, operator responses to violations, and well site emergency response plans. Learn more here.

DEA Overdose Analysis Available
The latest Drug Enforcement Administration Philadelphia Field Division Analysis of Drug Related Overdose Deaths in Pennsylvania is available. It is a comprehensive analysis of illicit drug and diverted pharmaceutical abuse in Pennsylvania, as measured through drug-related overdose death data.
According to the most recent reporting by the Centers for Disease Control and Prevention, Pennsylvania ranked eighth in the country in drug overdose deaths in 2014 (21.9 per 100,000 people).
