CCAP Graduates 10 from Leadership Program
CCAP's Center for Excellence in County Leadership (CEL), a premier professional development program, recently graduated 10 county officials from its intensive 2 1/2 day training program.
The 2016 graduates included: Albert Abramovic, Venango County commissioner; Michael A. Baker, Indiana County commissioner; Edward Bustin, Bradford County commissioner; Kimberley Geyer, Butler County commissioner; Dee L. Robinson, Union County chief clerk/county administrator; Mark Rupsis, Chester County chief operating officer; Christine M. Sadler, Esquire, Berks County solicitor; Dennis Stuckey, Lancaster County commissioner; H. William White, III, Esquire, Clarion County solicitor; and Chris Young, Columbia County commissioner.
CEL training focuses on fostering individual growth through interactive and high level classroom training aimed at enhancing communication, management and leadership skills.

Model Medical Marijuana Zoning Ordinance Created
The Tri-County Regional Planning Commission has created a Model Medical Marijuana Ordinance based on how other states have handled zoning for medical marijuana businesses, and also to meet requirements under Pennsylvania's new law.
The ordinance covers academic centers doing medical marijuana research, growers and processors, and dispensaries, and suggests creating a buffer between growers, processors and dispensaries and drug-free school zones, along with recreation centers and playgrounds.

Medical Assistance Provider Revalidation Deadline is July 30
The DHS application deadline for Medical Assistance provider enrollment/revalidation is July 30, 2016. Revalidation processing times have run between 30 and 40 days.
Providers who only see Medical Assistance recipients in one or more of DHS's managed care programs still must revalidate their enrollment. Providers who are not revalidated by September 25 will be dis-enrolled.

DOT Announces New Hazardous Materials Safety Grant
The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration recently announced $1 million in grant funding for training and outreach programs to help local communities prepare for transportation incidents involving hazardous materials, including crude oil and ethanol. The new grant program was created by the Fixing America's Surface Transportation Act (FAST Act), which was passed on December 4, 2015. This funding can also be used to improve training for state and local personnel who enforce hazardous materials regulations.
The anticipated start date for this FY 2016 grant program is September 30, 2016. Applicants for this funding opportunity are required to apply electronically through www.grants.gov. Register for Reentry Workshop on September 27
PCCD and CCAP are happy to announce the 2016 Reentry Workshop. The one-day "Taking Reentry to the Next Level" takes place on September 27, 2016 at the Days Inn, State College. Ms. Myrinda Schweitzer Smith from the Center for Criminal Justice Research and the University of Cincinnati, will discuss "Effective Interventions for Offenders across the Globe;" Mr. Richard Podguski, PA Board of Probation and Parole, will discuss "How to Apply the Risk, Needs, Responsivity (RNR) Model in the Community;" and Melanie Snyder, Lancaster Reentry Management Organization will discuss "Why Plan for Reentry?" and offer effective county reentry planning guidelines.

Road and Bridge Safety Improvement Award Program Nominations Now Being Accepted
Each year, CCAP, the Pennsylvania Highway Information Association and the PA Department of Transportation work together to recognize the best road and bridge safety improvement projects undertaken by local governments across the commonwealth.
The award program has been enhanced to increase participation and ensure that the very best transportation improvement projects are being considered. The judging criteria will help applicants focus their submissions and a streamlined submission process will make it easier to participate. Please note that projects of all sizes, scope, and dollar value are eligible to be considered. Awards are not given to only high-dollar-value projects, and the overall cost of the project is not a factor in determining the winning projects.
To enter, please fill out the entry form and submit it along with your supporting documentation by July 8.
The winners will be recognized at the CCAP Annual Conference on August 10 at the Split Rock Resort in Lake Harmony, Carbon County.

Pennsylvania Selected to Study Opioid Treatments
Pennsylvania (along with Philadelphia, Puerto Rico, Rochester and South Carolina) has been selected to participate in the highly competitive J-PAL State and Local Innovation Initiative in order to better study treatments for individuals struggling with opioid use disorder.
The Commonwealth will work with J-PAL North America in designing a randomized evaluation to assess the effectiveness of substance use disorder treatment combined with Medication Assisted Treatment (MAT) across various levels of care, in order to assess the best treatment options for patients struggling with opioid use disorders across the continuum of care. Pennsylvania will receive an $82,000 grant and technical assistance and trainings from J-PAL to conduct their research.
