Full Impasse Impacts Report Available
CCAP's County Impacts During the FY 2015-2016 Budget Impasse Report revealed that counties needed to come up with an average of $12 million to keep programs and services running, a figure representing about 20 percent of counties' operating budgets. For most counties (about 70 percent), this required drawing down reserves, a few draining them entirely and many others just weeks or even days away.

As a priority for 2016, counties reiterated that a state budget impasse cannot happen again, or the challenges they experienced will only be worse the second time around - borrowing earlier, and in larger amounts, incurring greater fees and interest payments, program changes, and staff issues. The budget also must provide adequate funding for county human services programs, including beginning restoration of the ten percent cut as well as providing increases for human services programs.

Reentry Workshop on September 27
The Pennsylvania Commission on Crime and Delinquency and the County Commissioners Association of Pennsylvania are happy to announce a one-day Reentry Workshop on September 27, 2016 at the Days Inn, State College. Keynote Speaker  Myrinda Schweitzer Smith, from the Center for Criminal Justice Research and the University of Cincinnati, will provide best practices for effective correctional interventions; Mr. Richard Podguski, PA Board of Probation and Parole, will discuss effective community supervision strategies; and Melanie Snyder, Lancaster Reentry Management Organization will offer effective county reentry planning guidelines.

This workshop will demonstrate the importance of county service coordination, how to use risk assessment outcomes beyond determining supervision levels, and using risk assessment outcomes to drive the selection of community-based services and providers.  To realize the maximum benefit of this Workshop, counties are encouraged to select 3-5 key strategic reentry partners to attend. This workshop will be an invaluable opportunity for counties in all stages of reentry!

CCAP's Elections Reform Committee
We could use a few more voices on elections issues! Commissioners, executives and councilmembers interested in participating in CCAP's Elections Reform policy committee are invited to contact Doug HillThe committee currently is actively engaged in online voter registration, elections systems updates, absentee ballot administration, ballot certification and other issues.
Non-Narcotic Medication Assisted Treatment Pilot Program
The Non-Narcotic Medication Assisted Treatment (MAT) Pilot Program is being established by the Pennsylvania Department of Corrections (PA DOC) to increase opportunities for counties to provide long acting non-narcotic, non-addictive medication (Vivitrol: Naltrexone for extended-release injectable suspension, 380 mg/vial) combined with comprehensive substance abuse treatment to eligible offenders upon release from county correctional institutions. 

Administration of this drug prior to institutional release will allow newly-released participants to focus on immediate re-entry needs without also having to struggle with drug craving as Vivitrol is designed to reduce cravings for alcohol and/or opiates, also blocking the ability to get high or feel euphoria. Interpreter Grant Services Payments 
Payment to judicial districts who submitted reimbursement applications under the Interpreter Services Grant will be processed on June 15 with payment expected to be made by June 30. The total qualifying reimbursement requested by county courts under the Grant exceeded the $1.5 million appropriation. Accordingly, individual county payments have been proportionately reduced so as not to exceed the total amount for the appropriation.
Serve On a NACo Committee
More than 1,300 county officials currently serve on NACo committees. If you would like to serve as a member of a NACo policy steering committee, visit NACo's website. Complete the nomination form at the top of the page and forward your completed form to CCAP's Lori Dabbondanza at ldabbon@pacounties.org by June 17. 

There are 10 policy steering committees to consider: 
Agriculture and Rural Affairs; Community, Economic and Workforce Development; Environment, Energy and Land Use; Finance, Pensions and Intergovernmental Affairs
Health; Human Services and Education; Justice and Public Safety; Public Lands; Telecommunications and Technology; and Transportation.
 
Completed forms will be shared with NACo. Committee appointments will be made after the NACo Annual Conference in July.
