Act 13 Usage Reports Due April 15
Counties with spud wells are reminded that 2014 Local Government Unconventional Gas Well Funds usage reports (for funds distributed in 2015) are due to the PUC by April 15, 2016. Details about the usage reports, including all necessary information regarding the online and paper reporting systems, can be found in CCAP's Act 13/Shale Gas Analysis and Resources. Act 13 Grant Applications Due June 30
The Commonwealth Financing Authority is accepting applications until June 30 for grants available through the Act 13 Marcellus Legacy Fund. Programs include: abandoned mine drainage abatement and treatment; baseline water quality data; flood mitigation; greenways, trails and recreation; orphan or abandoned well plugging; sewage facilities; and watershed restoration protection. CCBHC Locations Announced
The Pennsylvania Department of Health Services has announced the selection of 16 locations to participate in the Certified Community Behavioral Health Clinic (CCBHC) planning grant.
The CCBHCs will allow individuals to access a wide array of services at one location. See the 16 selections here.

EOP Workshop Scheduled for May 11 in Latrobe
A one-day workshop on Emergency Operations Planning, under the auspices of the Pennsylvania Department of Health Bureau and Public Health Preparedness, is scheduled for May 11, 2016 in Latrobe, Pa.

Statewide Land Bank Summit Scheduled for May 11 and 12
The Third Annual Statewide Land Bank Summit is scheduled for May 11 and 12, 2016 in Latrobe, Pa. State and national experts will discuss blight remediation planning and forming, as well as operations of a land bank.

CCAP Annual Awards Nominations Deadline is May 13
Each year CCAP recognizes individuals who have made significant contributions to county government and the state association. Nominations may be submitted by any CCAP member or associate member. Awards to be given out are Outstanding Commissioner/Council Member, Outstanding Chief Clerk/County Administrator, Outstanding Solicitor and Friend of County Government.
The awards will be presented Tuesday, August 9 at the Annual Banquet during the 2016 CCAP Annual Conference at the Split Rock Resort in Carbon County.

PCCD Grant Funds for Pretrial Diversion Applications Due May 16
The Pennsylvania Commission on Crime and Delinquency (PCCD) will award grants of up to $236,000 to individual counties for pretrial diversion into treatment of individuals with drug, alcohol and/or co-occurring disorders, from total funding of $1.652 million. The grant period is October 1, 2016 to September 30, 2018.
This PCCD grant will help counties reduce their prison populations and use the pretrial period to afford necessary treatment to a significant segment of the justice-involved population. The funding will carry forward and expand upon the work of CCAP's pretrial services pilot, which has been underway in several counties since December 1, 2014. Get the grant announcement here.

IFO Releases Economic Development Research
The Independent Fiscal Office has released a new research brief detailing Pennsylvania's economic development incentives.
It lists the various incentives, displays their sources (e.g., tax code, General Fund, special fund or off-budget) and tabulates the dollar amount available or distributed. A copy of the research brief is available here.

CCAP and CCAP Academy for Excellence Workshops
The County Commissioners Association of Pennsylvania (CCAP) and the CCAP Academy for Excellence in County Government is pleased to announce two workshops being held April 21-22 at CCAP's Harrisburg office.
On Thursday, April 21, 9 a.m. to 4 p.m., join us for the "Legal Issues" session with speakers Marie Milie Jones and Jeffrey Cohen of JonesPassodelis, PLLC. Topics of discussion include: the litigation process; employment issues; civil rights; municipal liability; and, more. Lunch is included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Legal Issues core course upon their full participation at the event.
Friday, April 22, 9 a.m. to noon, features the "Risk Management" session with speaker John Sallade, CRM, Managing Director, CCAP Insurance Programs. Topics of discussion include: contracts; claims; governmental immunity; safety, bonding and risk management; workers' compensation; unemployment compensation; and, controlling employee lawsuits. Lunch is not included. Participants in the CCAP Academy for Excellence in County Government attend at no cost and will earn credit for the Risk Management core course upon their full participation at the event.
The classes are open to all county elected officials and staff. Associate members and other CCAP vendors also are invited to attend. Registered Academy participants may attend at no cost. The costs for non-Academy participants (CCAP members) vary. Other fees may apply for Academy graduates, associate members and other vendors. There is a multi-day discount available.

CCAP Annual Conference Registration Is Open
The County Commissioners Association of Pennsylvania (CCAP) is pleased to bring our 2016 Annual Conference and Trade Show to the Split Rock Resort, Carbon County, in the heart of the gorgeous Pocono Mountains from Sunday, August 7 to Wednesday, August 10.
The conference schedule, featuring educational sessions and great speakers, kicks off with a reception on Sunday evening in Exhibit Hall. All registered conference attendees will have a chance to meet more than 80 vendors interested in working with counties. Monday morning's opening general session features keynote speaker Christine Cashen who delivers a fast-paced, hilarious program with useful content that makes her a sought-after speaker worldwide. Monday and Wednesday also feature important breakout sessions on timely topics important to county government.
